Summary: The Coordinator, Exceptional Student Education (ESE), Staffing and Compliance, will assist the Supervisors of ESE Staffing and ESE Compliance in responding to inquiries and/or concerns put forth by parents, district personnel, school personnel, and/or personnel from the Florida Department of Education. The Coordinator, Exceptional Student Education (ESE), Staffing and Compliance, will report directly to the General Director of ESE. SPECIFIC DUTIES & RESPONSIBILITIES: • Assists Supervisor of ESE Staffing in providing guidance and assistance to Staffing Coordinators and Staffing Specialists. • Attends and/or facilitates meetings at the school or district level related to parents' concerns regarding identification, evaluation, educational placement of their child, or the provision of a free appropriate public education (FAPE) to their child. • Assists Supervisor of ESE Compliance in matters related to Due Process Hearings, State Complaints, and ESE Mediation (in preparation for and in regard to actual proceedings). • Assists in oversight to determine proper implementation of mediation agreements, state complaint corrective actions, and orders from the Administrative Law Judge relative to a Due Process Hearing. • Coordinates and/or assists in fulfilling requests for student records made at the district level. • Coordinates training and dissemination of information to school and district personnel regarding compliance issues and issues related to identification, evaluation, educational placement of students, and/or the provision of a free appropriate public education (FAPE) to students. • Assists in activity related to the district ESE Policies and Procedures (SP&P) and Self-Assessment process. • Maintains and updates online ESE fast Facts, online ESE understanding Compliance Issues, and ESE forms that comply with state and federal laws and regulations. • Serves as ESE hotline representative and as an ESE representative on district multi-departmental committees. • Acts as a case manager for Hillsborough County Public Schools students in residential placements. • Coordinates activities and workload in the office. • Assists with the development and delivery of training and on-going assistance. • Oversees use of department budget and ensures availability of appropriate supplies for personnel. • Assists with the organization, management, and coordination of the operations of the department. • Serves as a liaison between the school district and various community groups and agencies. • Provides status reports and projections. • Oversees the daily operations of the department, including assignment of work to personnel and monitoring the quality of work accomplished. • Maintains a program of good public relations through cooperation with other district and school personnel and through participation in appropriate local, state, and national organizations. • Performs any other duties as assigned. QUALIFICATIONS: The requirements listed below are representative of the knowledge, skill, and/or ability required to perform this job successfully. Education: A master's degree. Degree or formal training in ESE or related field preferred. Experience: Three (3) years of increasingly responsible experience in ESE classroom teaching, with two (2) years of related management or supervisory experience preferred. Knowledge of ESE programs, state, and federal laws; demonstrates ability to effectively work with parents, school administrators, teachers, and agencies. Certificates/Licenses/Registrations: Florida Professional Educator Certificate. Educational Leadership, School Principal, or Administration and Supervision preferred. An appointee who possesses subject area certification but does not possess the appropriate administrative certification will be given four (4) years from the date of appointment to obtain the appropriate administrative certification (Ed. Leadership).
