Title: Operations Supervisor (Team Leader) Unit: Education & Employment Services Salary: $65,000 to $70,000 Reports to: Project Director, Pathway Home 5 Status: Full Time; Regular, Exempt Location: NYS DOCCS Facilities; LIC Office Days/Hours: Monday - Friday, 9am-5pm; Some evenings and weekends may be required Organization Overview: The Fortune Society, Inc. (Fortune) has been working for over 57 years in service to our mission: to support successful reentry from incarceration and promote alternatives to incarceration, thus strengthening the fabric of our communities. The organization has evolved into one of the nation's preeminent reentry and justice-informed service organizations, providing formerly incarcerated people with the skills and wrap-around services needed to break the cycle of crime and incarceration and to build productive lives in their communities. Fortune has grown steadily over the years to an agency with close to $90 million in annual budget with just under 600 staff. We anticipate that we will keep growing, both in size and depth of service. Fortune has a dual mission: both advocacy and service. The advocacy portion of our mission focuses on building a more just criminal legal system and reducing the barriers to reentry into society. The service side of Fortune has evolved to encompass a broad range of programs that started with employment and education and now includes a robust array of services, among them: alternatives to incarceration, supervised release, court advocacy, discharge planning within correctional facilities, licensed substance use and mental health treatment, a housing continuum ranging from emergency and transitional through permanent congregate and scattered site housing, assistance in obtaining benefits, a care management unit, HIV services, a food and nutrition program, and an arts program. Each service we provide is informed by the needs of the population we serve. Fortune currently serves approximately 14,000 people a year.. Our program models are recognized, both nationally and internationally, for their quality and innovation. We have locations in Brooklyn, The Bronx, Manhattan and Queens. Position Summary: Under the supervision of the Project Director, Pathway Home 5, the Operations Supervisor (Team Leader) provides guidance and direct supervision to the team of Group Facilitators, Case Managers and the Data Entry Assistant/Driver. The Operations Supervisor (Team Leader) will be responsible for supporting the Project Director with overseeing the successful implementation of the US DOL Pathway Home 5 contract and the achievement of all milestones during the contract period. The Operations Supervisor (Team Leader) is assigned to manage service delivery in facilites and our main service center office in Long Island City, Queens. Results Driven: The Operations Supervisor (Team Leader) works with the Project Director to manage contracts to ensure deliverables are met and lead ongoing program improvements, maintaining commitment to meeting and exceeding program deliverables. The Operations Supervisor (Team Leader) anticipates, identifies, and effectively addresses issues and/or risks, planning for contingencies to manage challenges and follows through on plans established. They will also manage projects and tasks successfully from inception to delivery. Supervision: The Operations Supervisor (Team Leader) should be able to communicate vision to direct reports and ensure that the team understands and strives towards defined performance goals. The Operations Supervisor (Team Leader) carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding, coaching, and mentoring employees; addressing employee relations and resolving problems. Effective Judgement and Decision Making: The Operations Supervisor (Team Leader) will demonstrate their ability to apply the principles of management, effectively communicate, engage and motivate team members to meet the milestones required for the program. The Operations Supervisor (Team Leader) is a leader that can make effective and efficient decisions and encourage prudent risk taking. They will also illustrate excellent interpersonal skills. Collaboration: The Operations Supervisor (Team Leader) must work closely with their team to use informed program trends to enhance the program services. The Operations Supervisor (Team Leader) will build and maintain strong relationships with community partners, employers, and stakeholders to expand program reach and impact. Essential Duties and Responsibilities: Program Leadership Provide administrative support, training, supervision and programmatic guidance to the staff, while ensuring the delivery of quality services to participants, ensuring goals are met for the Pathway Home 5 program. Assist the Project Director with program operations in the facilities and in the community, including discharge planning, career development workshop participation, hard skills participation, fellowship completion and support with direct placement services. Work closely with other key staff who play an important role in implementing the program. Support the Director with administrative duties including but not limited to, hiring and onboarding new staff, creating program operation calendars, designing coverage schedules, approving timesheets and completing performance evaluations. Act as a liaison with DOCCS and DOC staff, community organizations, government agencies, and funders. Assist with coverage whenever the Project Director is out of office. Supervise, support and train Group Facilitators, Case Managers and Driver with a goal towards skill set development. Pre-Release Employment Services Ensure the delivery of a structured Cognitive Behavior Intervention-CBI Workshop curriculum tailored for the individuals who will be returning to the community within 20 - 270 days. Ensure quality of service delivery by routinely monitoring staff at multiple sites, reviewing their data weekly and ensuring data has been entered and recorded in all database systems. Support with the coordination of Hard Skills implementation and instruction in-facility and be the point of contact with the vendor. Ensure discharge plans and coordination of post-release employment support is completed and accurate, conducting monthly audits. Post-Release Employment Services Support the Project Director and Group Facilitators with oversight of a three-week, pre-post-release Cognitive Behavior Intervention - CBI, Career Development Workshop, assist mock interviews, resumes. Oversee case management services, including referrals to wrap-around services in other departments, vocational training, transitional employment opportunities and direct placement support services. Ensure all assessments are completed during the post-release workshop week to follow up on goals outlined during pre-release assessment. Support the staff in developing an extensive base of referral partner agencies that provide services in the community such as substance use treatment, mental health treatment, and others essential service. Coordinate service provision post release with the community-based Education and Employment Services team. Continuously seek new resources and opportunities to support the needs of clients. Data Management and Reporting Support Project Director with data collection, ensuring for accuracy and completion, to assess program effectiveness and inform strategic adjustments. Ensure required data is entered accurately and in a timely manner into Fortune's agency-wide database, Caseworthy and US DOL's WIPS database system. Work with Data Analyst to ensure data is accurate prior to submitting reporting to the funder and including data on internal Critical Indicator (CI) reporting. Ensure accurate and timely reporting to stakeholders and funders. Qualifications: Bachelor's degree in Sociology/Social Work/Criminal Justice/Public Administration or other life/professional experience equivalent to a Bachelor's degree. A minimum of two years of experience in management capacity, with at least four years working in social service, criminal justice or workforce programming. Bilingual (English/Spanish) preferred. Skilled communicator who can liaise interdepartmentally, as well as with community partners and stakeholders. Experience working in correctional setting and reentry preferred. Strong administrative and organizational skills. Strong written, verbal and public speaking skills. Excellent computer skills, including the ability to write reports and enter data into a database. Ability to maintain composure and patience in challenging circumstances. Ability to work a flexible schedule. Proficiency in Microsoft Office Suite applications, including Excel, Outlook and Office 365. Ability to work independently and on a team. Ability to secure NYS DOCCS and NYC DOC volunteer services clearance.
