Job Title:Programmer Analyst 6 Position Justification This Programmer Analyst position will work as a contract resource for the State of Michigan - Department of Technology, Management and Budget (DTMB) in a staff augmentation capacity supporting: Bureau of Audit (BOA) Long Term Care Reimbursement (LTCR) Office of Audit (OA) Department of Health and Human Services (DHHS) The role will act as a Senior Developer in a hybrid waterfall/agile environment on a small development team to write and test code to implement user stories and requirements for the Long Term Care Reimbursement project. Responsibilities Include: Working on large projects involving BOA LTCR and OA divisions Following SUITE processes to ensure compliance with Federal Medicaid program regulations Project analysis, estimation, application design, coding, compiling, testing, debugging, and implementation across multiple technologies Required Experience: Deep knowledge of LTCR and OA business processes and supporting applications Minimum 5 recent years of experience with: Angular C# .NET JavaScript SSRS SQL Server Hybrid Agile/Waterfall methodologies Position Summary Lead application development for large-scale systems in State of Michigan environment Follow DTMB SUITE methodology and Agile frameworks Design, develop, and maintain applications using C#.Net and Angular Write UAT plans, create test data, and assist users with testing Participate in requirements gathering and technical design Coordinate development and interface scheduling Debug complex coding issues Develop and maintain SSRS reports Extensive use of GIT source control Participate in artifact reviews and ensure compliance with DTMB standards Coordinate with security teams for proper system design Participate in SDT meetings and assist with EASA, ISR, hosting docs, firewall rules Develop database objects (stored procedures, functions, triggers) using SQL and PL/SQL Troubleshoot using SQL/PLSQL scripts Integrate software components into fully functional systems Ensure proper change management documentation Develop training content and facilitate training Support agency strategic direction Serve as technical resource to Project Manager and PMO Skill Requirements Required Skills: 10+ years developing complex systems using C#/.NET and Java (Eclipse IDE) 8+ years programming with JavaScript, SSRS, Microsoft SQL Server 5+ years developing web applications using Angular and modern JS frameworks 10+ years advanced SQL and PL/SQL development 5+ years recent experience developing and debugging complex SQL Server database objects 5+ years experience using Azure DevOps (ADO) for Agile project management 5+ years experience using Git for version control 5+ years developing and executing unit and regression tests Strong experience building secure web applications (XSS prevention, SQL injection protection, secure logging) Preferred / Nice to Have: 2+ years experience with React.js and modern JavaScript (ES6+) Exposure to DevOps practices Experience with AWS and Microsoft Azure Hands-on experience with GitHub Copilot Proven ability to integrate GitHub Copilot into development workflows
