Title: Technical Project Manager State Role Title: Education Coordinator II Hiring Range: Exact commensurate with experience Pay Band: 6 Agency: Dept of Ed Central Operations Location: Dept of Education Agency Website: doe.virginia.gov Recruitment Type:Job Duties The Technical Project Manager will provide project management to the data systems supporting the work of the Office of Child Care Health and Safety, the Office of Access, Enrollment & Policy, and other offices in the Division of Early Learning. Primary projects for this role include the development of a new child care licensing platform/data system, enhancements to the Child Care Subsidy Program attendance tracking system, support of web portals, development of new reporting tools, and other technology-related work to support the mission for child care and early learning. This position will also create and maintain project documentation for the Division's data systems. This position will manage technical projects and data system development to support the administration of public child care programs, licensing and health and safety standards, data collection, and other key Division initiatives to increase data capacity and more efficient technology. You will manage timelines and scopes for technical projects, identify and facilitate solutions for system bugs, provide technical support, and plan and support user acceptance testing for new projects and features across various statewide databases, state agencies, and partner organizations. Minimum QualificationsDemonstrated extensive experience in managing multiple, large, complex Information Management projects required. Knowledgeable in the practice of modern project management tools and techniques, such as Agile project management. Considerable knowledge of government IT requirements at the state and federal levels. Demonstrated excellence in their ability to manage complex projects with many stakeholders. Demonstrated excellence in their ability to manage and coordinate all aspects of multi-faceted, multi-phase projects. Experience in the build and rollout of enterprise applications and user acceptance testing. Demonstrated skill in applying complex analytical expertise in managing multiple simultaneous education reporting projects and programs. Familiarity with early childhood programs, child care licensing, and best practices is preferred Ability to create and evaluate technology proposals in Requests for Proposal and Requests for Information. Considerable skill in utilizing end-user software tools such as Excel to analyze educational program performance. Experience building, analyzing, merging, and working with multiple datasets and databases that measure different elements at varying levels (i.e., child data, classroom data, etc.) in support of systemic continuous improvement. Demonstrated ability to communicate effectively through multiple channels including creating documentation, preparing presentations and conducting training for diverse audiences. Experience in systematically evaluating datasets for errors and implementing corrections efficiently. Experience producing recommendations related to data analysis, data coordination and data management is preferred. Ability to manage multiple assignments with critical deadlines and to work collaboratively in a team situation, Ability to use word processing, spreadsheets, presentation software, and online data collection systems. Demonstrated planning and organizational skills, ability to manage multiple assignments that have critical deadlines, and ability to work as a team leader or member. Additional ConsiderationsGraduation from an accredited college or university or an equivalent combination of education and experience; with a degree in computer science, information technology, or related area preferred. Knowledge of education, child care, or child care licensing data, data warehouses, data systems and website development. Knowledge of education, child care, or child care licensing regulations, laws, policies and procedures at the state and federal levels.
