Program Budget & Financial Analyst SME (Financial Analyst - SME)Location: Fort Washington, MD (Onsite, Hybrid Telework Eligible)Clearance: TS/SCIEducation: MA/MS (or a BA/BS plus an additional 4 years of work-related experience)Outcomes: The successful candidate is expected to accomplish the following outcomes during the first year in the position: Formally track all tasks, to include: assigned by, suspense, status, and comments on all assigned tasks through completion and be prepared to brief upon request. Develop digital continuity folders and files that include standard operating procedures, workflows and POC lists to accomplish all tasks. Create 2-3 products beyond the client's requirements that positively impact the client to either increase efficiency, effectiveness, or innovation. Master position tasks within 60 days and exceed requirements within 90 days. Responsibilities: The Program Budget and Financial Analyst SME supports the Secretary of the Air Force - Concepts, Development, and Management Office (SAF/CDM) with planning, data research, collection and analysis, review, presentation, and documentation in support the DoD Budget and Financial processes. The Program Budget and Execution Analyst will develop and provide analysis, integration, and evaluation of financial data on all SAF/CDM program and project execution. Specific responsibilities include but are not limited to: Conduct in-depth financial analysis, coordination, and integration of the entire CDM portfolio. Collects, integrates, and analyzes financial data in support of USAF drills and reviews and prepares the Chief of Financial Management (CDME-FM). Provides long range strategies and engagement. Independently leads obligation and expenditure tracking and assessments for the entire DoD fiscal year. Advise on financial strategies related to execution of current year funds and sustainment of FYDP dollars. Collect, integrate, analyze, and evaluate current and past financial data and performance, identify trends/risks, and provide recommendations for improvement. Evaluate risks and opportunities and promptly identify issues/concerns with recommendations for effective resourcing strategies. Coordinate on the budget formulation process and support the development of budget documentation (e.g., PB) and associated Air Force reporting requirements. Inform the Headquarters Air Force (HAF)/Secretary of Air Force (SAF) Task Management Tracker (TMT) taskers on appropriate PPBE activities. Develop and prepare CDM input into the Unfunded Requirements (UFR) process and analyze recommend UFR priorities as they relate to the Joint Planning Guide, Defense Planning Guide, Air Force Planning Guidance, and CDM guidance. Document recommendations based on analysis. Analyze DoD budget and execution guidance and policies and disseminate timelines and as well as anticipated timeframes for associated data calls. Verify and report accuracy of data in DoD/USAF financial systems (e.g., CERMS, DEAMS, ABIDES, etc.). Document, record, track, and update CDM enterprise financial/resources data. Compile and review program spend plans and weekly financial products. Ensure that the CDM portfolio is meeting Office of the Secretary of Defense's monthly, quarterly, bi-annual, and EOY goals. Recommend remediation for any issues noted. Recommend and implement streamlining budget and financial (execution) production to ensure accurate and timely decisions are being made within the CDM FM community. Provide oversight of the CDM Civilian Pay portfolio to include reservists and other non-contract personnel. Coordinate closely as directed with Human Capital. Use government provided Generative AI tools on a day-to-day basis to accelerate tasks, research, documentation, analysis, planning, reporting, and problem solving. Make recommendations on process improvements and practices that improve quality, speed and/or efficiency. Qualifications: The candidate must have the following qualifications: Minimum fifteen (15) years of work-related experience. Of those 15 years, at least ten (10) years in support of a DoD component. Five years of experience in level of difficulty and responsibility within the DoD which shows the ability to perform duties supporting the budget and execution processes. Minimum five years of experience with task definition and planning, data research, collection and analysis, review, presentation, and documentation within the DoD. Minimum five years of experience formulating inputs for the annual PB, BES, and USAF financial execution processes to include specific work on all aspects of DoD financial execution reporting. Minium five years of experience using Microsoft Office programs and tools; specifically creating and leveraging the full capability of Microsoft Excel Certification: Certified Defense Financial Manager (CDFM) or accepted equivalent. The following qualifications are desired: Ten years of experience in USAF financial management Advanced data analytics skills and formal training Experience with cost estimating and modeling Experience with Task Management Systems (i.e. TMT) Project Management Professional (PMP) certificate Knowledgeable and skilled in applying Generative AI. Travel: Minimal travel required, less than 10%.
