Environmental Manager The Environmental Manager is a crucial component of the Public Works Department. They are responsible for developing, implementing, and overseeing environmental policies, procedures, and programs to ensure compliance with local, state, and federal regulations. The Environmental Manager ensures the City's water, wastewater, stormwater, and facility permitting is compliant with applicable agencies and also serves as a representative on important organizations such as S.T.O.R.M. and Water Use it Wisely. The Environmental Manager assists the Public Works Director in the management of the City's water portfolio and water resource management program. This is the first level in a five-level Management classification series responsible for leading a formally designated division in a city department overseeing a broad, City-wide functional area or complex program with significant organizational and community collaboration and leadership requirements. JOB CLASSIFICATION SUMMARY Job Classification Title: Program Manager/Division Manager Working Title(s): Environmental Manager FLSA Status: EX Safety Sensitive: No DISTINGUISHING CHARACTERISTICS Organizational Role: Management Supervision Exercised: Division-level Manager Budget Authority: Prepare/Administer Competency Rank(s): N/A ESSENTIAL FUNCTIONS Manages City compliance with drinking water, wastewater, stormwater, and air quality regulations - analytical sampling and reporting, use reporting, water resource development, training, permit implementation, and renewals. Manages the City's assured water supply portfolio. Coordinates conservation and sustainability programs. Coordinates special projects, including hazardous materials and waste collection, and environmental software management. Develops, updates, evaluates, and implements programs, projects, plans, policies, and procedures related to the assignment. Supervises staff, as assigned; develops and coordinates training. Participates in strategic planning and/or the operational performance measurement process. Ensures compliance with contracts and applicable regulations, policies, and procedures. Prepares, reviews, monitors, and adjusts budgets; reviews, evaluates, and/or approves expenditures; and develops and makes budget and financial recommendations. Coordinates the preparation of and/or prepares, reviews, maintains, and submits legal, financial, technical, and other complex, special, and general reports, plans, bid documents, contracts, applications, claims, memorandums, and other documents. Researches, compiles, reconciles, and analyzes information; develops findings and makes related recommendations. Reviews work for accuracy, completeness, and compliance with applicable specifications, requirements, regulations, policies, and procedures. Collaborates with City management and departments, vendors, and/or external agencies. Convenes, facilitates, and attends meetings and conferences. Provides subject-matter expertise and consulting. Investigates and resolves complex and high-visibility issues. Represents the assigned program or division in citywide activities and projects to external customers, stakeholders, and partners. MINIMUM QUALIFICATIONS Education and Experience: Bachelor's degree and 6 years of progressively responsible and directly related experience or an equivalent combination of directly related education and experience. Certifications/Licenses: Arizona Class D Driver's license. CONTINUING EMPLOYMENT REQUIREMENTS Maintain all certifications/licenses required at job entry or within the specified timeframe.
