Essential Duties: Analyzes new or proposed legislation or regulations to determine impact on program operations and management. Assesses current organizational, procedural or operational systems for effectiveness, efficiency and conformance to established guidelines. Analyzes and evaluates business functions and activities; develops and monitors performance data. Conducts or coordinates special projects of a non-recurring nature as requested. Develops new or modifies existing administrative programs, policies or regulations. Develops recommendations for improvement and/or corrective action to standardize or improve current processes or systems. Oversees the analysis of new or proposed legislation or regulations to determine impact on program operations and management. Oversees the assessment of current organizational, procedural, or operational systems for effectiveness, efficiency, and conformance to established guidelines. Oversees the coordination of special projects of a non-recurring nature. Oversees and provides advanced technical assistance to plan, develop, implement, and monitor effective programs; researches and makes recommendations concerning administration systems. Prepares comprehensive technical records and reports to present, interprets data, identifies alternatives; and makes and justifies recommendations. Researches, plans, coordinates and develops programs, projects, activities or procedures to increase productivity, efficiency and streamline operations. Serves as a project leader. Performs other job responsibilities as assigned. Minimum Qualifications: Education: Bachelor's Degree in Business Administration, Management, Communications or related field. Relevant experience may be substituted for education on a year per year basis. Experience: 3 years experience in business analysis, methods analysis, strategic planning, project management or related function. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis. Licenses and Certifications: Valid driver's license. This position requires driving a state vehicle. Competencies: Portfolio, program and project planning, development and management Contract administration/management systems Policy development methodologies and procedures Communicating vision and direction of how an organization should function or a system should work under ideal conditions and conveying this to others Planning, coordinating and handling multiple projects within area of responsibility to meet short and long term deadlines Analyzing business, technical and managerial problems and developing, recommending and implementing effective solutions Interpreting and applying laws, rules and regulations Initiates and supports quality management activities and performance management measures to provide the highest quality products and services that meet the needs and requirements of internal and external customers Directing the development of policy and operating procedures Communicating complex ideas and information clearly, concisely, and effectively Researching, analyzing, and interpreting policies and state and federal laws and regulations specific to functional area Leading project and project teams Physical Requirements and Working Conditions: Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools Repetitive Motion-substantial movements of the wrists, hands, and/or fingers Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading Conditions of Employment: Must be able to report to one of the TxDOT Division or District Headquarters office locations.
