Position Overview: Under general direction of the Chief Fiscal Officer (CFO) performs financial fiduciary activities for the division of Office of State Guardian (OSG), responsible for planning, executing, managing, controlling and evaluating the entire financial fiduciary operation and all fiduciary activities. Essential Functions Assists with managing, controlling, monitoring, and evaluating assigned fiduciary activities for GAC. Assists in developing program goals, objectives, and outcome measurements for specialized fiduciary system. Prepares GAAP package reporting, fee imposition reports and financial statements for the Auditor General and Comptroller. Consults with management staff on the integration of fiduciary activities, resolves administrative problems, and develops strategies to improve the quality and quantity of work and services that impact the outputs of the fiduciary operations. Assists in development of and training on new procedures and reports utilizing the OSG’s case management system. Serves as backup approver to the Accountant and/or Fiscal Officer in performing detailed reviews of inventory, receipt invoices, and travel vouchers entered into the ERP system. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above. Minimum Qualifications Requires knowledge, skill, and mental development equivalent to the completion of four years of college, with courses in accounting, business, or public administration. Requires prior experience equivalent to three years of progressively responsible accounting, finances, and/or fiscal related experience in a public or business organization. Preferred Qualifications Prefers a Certified Public Accountant certification. Prefers 2 years of public and business administration. Prefers ability to exercise judgment and discretion in developing, implementing and interpreting departmental policies and procedure. Prefers ability to analyze administrative problems and adopt an effective course of action. Prefers ability to develop and maintain cooperative working relationships. Prefers the ability to utilize a personal computer with extensive knowledge of Microsoft Word, and Excel software.
