Salary : $5,328.27 - $7,496.67 Monthly Location : Elk Grove, CA Job Type: Full Time Job Number: 2026-32 Department: Office of the General Manager Division: Human Resources Opening Date: 03/10/2026 Closing Date: 3/27/2026 11:59 PM Pacific Description The Cosumnes Community Services District ("District") is seeking aqualified candidatefor the full-time, limited-term position of Human Resources Specialist within the Office of the General Manager, Human Resources Division to join our team. The selected candidate for this limited-term assignment will support the Human Resources Division (currently seven full-time staff) while the District implements a new Workday Enterprise Resource Planning (ERP) system. This position will backfill for existing HR staff dedicated to the Workday ERP project. While the full job description is outlined below, the primary responsibilities of this limited-term position will be: Full-scale recruiting (developing and posting job announcements, reviewing and screening applications, developing and administering appropriate selection tools, testing, interviewing, developing and maintaining eligibility lists, drafting and sending offer letters, etc.) Onboarding & Benefits (coordinating pre-employment physical examinations and background screenings, performing new employee orientations, ensuring completion of required paperwork, enrolling new employees in benefits, etc.) Personnel Actions (processing personnel action forms, and updating the HRIS system to reflect personnel changes) The ideal candidate for this position will be someone with an interest in Human Resources and in public service. They will possess a strong commitment to customer service, attention to detail, and be a reliable team member. New or upcoming college graduates with degrees in Human Resource Management, Business Administration, Labor Relations, Organizational/Industrial Psychology, or Organizational Leadership are encouraged to apply. Limited Term This full-time, limited-term position is expected to start 05/16/2026 with an estimated end date of 06/30/2027. Position Description Under general supervision, performs a variety of tasks in support of District wide human resources operations including, but not limited to, recruitment and selection, benefit administration, HRIS, payroll administration, training; record maintenance, and assisting managers and supervisors with interpretation and routine application of District policies, procedures and Memorandums of Understanding. Incumbents receive and respond to questions and inquiries from the public, CSD employees and outside agencies, and to assist with a variety of special projects. This position is used only in the Human Resources division of the Office of the General Manager. Salary InformationThe salary range for the Human Resources Specialist classification is between $30.74 - $43.25 hourly. The District typically appoints new employees at Step 1 of the salary range. Consideration for an appointment higher than Step 1 will be based on experience, education, or the need for unique skills or knowledge, and shall be no more than the midpoint of the salary range. Duties and Responsibilities The following duties are intended only as illustrations of the various types of work that may be performed. Assists managers and supervisors with interpretation and routine application of District policies, procedures and appropriate Memorandum of Understanding; Respond to requests for documentation related to human resources and risk management activities; assist employees and departments with the interpretation of personnel related CSD policies, procedures, and MOU language; Works with hiring authorities to perform all aspects of the recruitment and hiring process including developing and posting job announcements, reviewing and screening applications, developing and administering appropriate selection tools, testing, interviewing, developing and maintaining eligibility lists, coordinating pre-employment physical examinations, fingerprinting, identification card preparation; Provide new employee orientation, ensuring completion of required paperwork; respond to employee questions regarding benefits and District policies and procedures; conduct exit interviews; Performs all aspects of benefit administration including enrollment, additions and deletions and receiving and responding to questions regarding employee benefit actions/concerns; Performs all aspects of the human resources/payroll system including updating and maintenance of the system data, proper coding and entering of information, and employee contributions and deductions; Assists in the administration of leaves including FMLA, CFRA and workers' compensation; Assists in the coordination and planning of all aspects of human resources trainings and events including annual health fair, annual financial fair, consortium trainings, etc.; Assists in all aspects of the separation of employees including terminations and retirements, COBRA packets and other related items; Conducts payroll work associated with the maintenance of payroll records and files; Assists in preparation of monthly payroll; processes time sheets, calculates wages and benefits; Verifies personnel information; inputs employee statistics into computer programs, i.e. Federal/State deductions, last review date, current step and last increase and other information as required; Maintains confidentiality of employee information, District positions and other related information as required; Processes District vacation/sick leave accrual reports and verification of accrual rates; Maintains a wide variety of records and files using databases, spreadsheets and specialized software programs specific to the program area(s) to which assigned; Reviews documents and reports for accuracy and completion; Provides courteous and professional service to CSD personnel and the public; assists the public by phone and in person with District and department specific information, and refers to appropriate staff; Researches, enters and maintains a wide variety of records, such as, but not limited to, demographic information, training logs, certifications, financial transactions, garnishments, levies and legal requests using databases, spreadsheets and specialized software programs; Ensures all information is accounted for in a timely and accurate manner for all areas of assignment; May assist in preparing documents related to District positions in bargaining with represented groups; May attend meetings and takes minutes; May provide direction to lower level part-time workers and volunteers; May perform other more complex office functions in the absence of senior staff. Qualifications Any equivalent combination of training and experience which provides the required skills, knowledge, and abilities may be considered qualifying at the sole discretion of the District. A typical way to obtain the knowledge and skills would be: Education and Training: Equivalent to an Associates degree in Human Resource Management, Business Administration, Labor Relations or Organizational Leadership is required. A Bachelor's Degree in one of the relevant fields or a specialized certificate in Labor Relations or Human Resource Management is desirable. Experience: Two (2) years increasingly responsible experience performing human resource functions, payroll, or other administrative clerical, financial and/or statistical record keeping that can be directly related to the essential duties and responsibilities of the classification of Human Resources Specialist. A Bachelor's degree in Human Resource Management, Labor Relations or Organizational Leadership may substitute for the experience requirement. Special Requirements: Must possess a valid California class "C" driver's license, with a satisfactory driving record as determined by the District and maintain it throughout employment. Knowledge of: Basic principles and practices of human resources administration, recruitment and selection, policies and procedures; Practices and techniques of benefit administration, training and payroll administration; Applicable federal and state fair employment laws, rules and regulations including FMLA, CFRA, California Labor Code, Cal-OSHA and Fed-OSHA rules and regulations; Principles of effective customer service; English usage, spelling, punctuation and grammar; business correspondence; Current methods and techniques used in administrative support tasks such as, but not limited to, preparing reports, letters, invoices, receipts, reservations, announcements, memorandums, and e-mails; Modern office equipment and procedures including use of word processing, database programs, desktop publishing and word processing in currently used programs; Basic operation of automated office machines including calculator, computer, keyboard, printers, scanners and other peripherals, copier, and fax machine; Basic arithmetic including addition, subtraction, multiplication and division; calculation of decimals, ratios, percentages and fractions.
