Situated 12 miles from the majestic foothill mountains, the beautiful City of San Marino, California, with a population of approximately 13,000 is located northeast of Los Angeles in the San Gabriel Valley. Incorporated in 1913, San Marino is primarily a residential community known for expansive properties surrounded by beautiful gardens, wide streets, well- maintained parkways, and top- performing schools. GENERAL DESCRIPTION Under administrative direction, the Management Analyst is responsible to perform a wide variety of complex administrative and analytical support for a department or division; participate in assigned administrative processes, operations, procedures, and programs; perform research, prepare financial data and statistical information in support of managerial functions; and provide information and assistance to the public regarding the assigned programs and services. DISTINGUISHING CHARACTERISTICS The Management Analyst receives directions from the department head of the assigned department and may exercise technical and functional supervision over support and technical staff. Employee receives only occasional instruction or assistance as new or unusual situations arise and is fully aware of the work unit. Duties Conduct or direct assigned projects or program activities; perform research and statistical analysis; collect, compile, and analyze information from various sources on a variety of specialized topics related to assigned programs; prepare and present reports of findings which interpret data and identify alternatives; make and justify recommendations as to appropriate action. Act as project manager to include responsibility to plan, organize, coordinate and delegate all aspects of one or more projects, including definition, design and implementation; Create long- and short-term plans, including setting targets for milestones and adhering to deadlines; delegate project tasks; make effective decisions when presented with multiple options for how to progress with the project; serve as a point of contact for teams when multiple units are assigned to the same project to ensure team actions remain in synergy. Provide assistance to department management, other City personnel, and the public regarding administrative, fiscal, or operational issues, policies, or procedures. Develop and implement processes and procedures for improving organizational effectiveness; develop measures for evaluating departmental accomplishments. Develop RFP's, RFQ's, proposals and forecasts. Participate in the development of department goals and objectives; participate in the development of the department budget and in budget administration; prepare and monitor program grants and related proposals; monitor compliance with applicable contractual agreements. Assist in the drafting and implementation of City policies and procedures; compile information and prepare manuals, documents, resolutions, or publications relating to administrative, fiscal, or operational issues. Prepare comprehensive technical records and reports pertaining to assigned areas of responsibility; conduct research and comprehensive data collection efforts to support analysis; Prepare detailed and comprehensive written reports. Performs other duties as assigned. Qualifications KNOWLEDGE, SKILLS AND DEMANDS Knowledge of: Principles and practices of grants management. Applicable federal, state and local laws, ordinances and regulations pertaining to local government operations. Principals of organizational, public administration and management practices as applied to the analysis, evaluation, development, and implementation of programs, policies, and procedures in service areas; administrative principles and methods, including goal setting, program development and pertinent federal, state, and local laws, codes, and regulations. Principles and practices of research techniques and statistical analyses, sources and availability of information, and methods of report presentation; applicable legal guidelines and standards affecting the administration of a municipal government. Principles and practices of contract administration, contract risk transfer and evaluation; risk management requirements and techniques. Social, political and environmental issues influencing program administration. Correct English usage, spelling, grammar, and punctuation; business letter writing and other document preparation; office methods, procedures and equipment and basic mathematics. Supervisory principles and methods, including goal setting, training, teamwork, and problem solving and laws governing employee relations. Skills and Demands: Interpret and apply a variety of City and department policies and procedures; analyze situations carefully and adopt effective courses of action. Provide information and organize material in compliance with laws, regulations, and policies; lead and direct operations, services, and activities in assigned area of responsibility; prepare clear and concise administrative reports. Analyze financial, budget and technical reports; interpret and evaluate staff reports; know laws, regulations and codes; problem solve community service issues; remember personnel rules, legal and code requirements; and explain and interpret codes, policies and procedures. Set priorities, organize workflow and maintain organization of work and records; multi-task and be responsive to time-sensitive matters; Understand and follow instructions. Use time effectively and efficiently to maximize work assignments. Exercise good judgment and uphold confidentiality in maintaining critical and sensitive information, records, and reports; understand, interpret, and apply general administrative and departmental policies and procedures. Fully comprehend spoken communication by picking up on nuances in tone and meaning and being attentive to non-verbal cues and body language. EDUCATION AND EXPERIENCE Education Equivalent to a Bachelor's degree from an accredited college or university with major course work in business administration, public administration, or a related field. Experience Two (2) years of increasingly responsible analytical or administrative experience in municipal government. Licenses/Certificates Possession of a valid California Class C driver's license with a satisfactory driving record. Occasionally walks up and down stairs. Work Environment: Employee generally works 95% indoors and 5% outdoors. While performing the duties of this job indoors, the work environment is generally in a temperature-controlled office. Noise level in the work environment is usually moderate, but the employee may occasionally be exposed to loud talking and interruptions from telephones, office equipment and/or members of the public and emergency vehicle sirens. While performing the duties of this job outdoors, the employee may be exposed to noise, vibration, extremes in temperature or humidity, dust, most weather conditions. Noise levels in the work environment is usually moderate but the employee may occasionally be exposed to high level noises including but not limited to emergency vehicle sirens, road traffic, shouting, and yelling. Supplemental Information Cover Letter and Resume Required RETIREMENT - PERS CalPERS 2% @ 60 (Classic Members) or CalPERS 2% @ 62 (New members). The employee pays the full employee portion of the retirement contribution, and the City does not participate in Social Security. SOCIAL SECURITY No contributions are paid by the City or employee into Social Security MEDICARE 1.45% of salary paid by the City and 1.45% by the employee VACATION LEAVE The City provides full time and probationary employees with 90 hours of annual vacation accrual, increasing up to 180 hours based on years of service. Please refer to the San Marino CEA Memorandum of Understanding for vacation accrual formula. SICK LEAVE Employees receive 96 hours of sick leave per year, maximum accrual of up to 240 hours. HEALTH COVERAGE Effective July 1, 2024- June 30, 2027, the costs for all medical, dental, vision, basic life insurance, short-term and long-term disability plans shall be fully funded by the City for the Los Angeles County region of medical coverage. In the event that the "FFBP" fails to cover the actual costs, the individual employee shall pay the difference.
