Our Health Division is seeking a passionate and experienced Dental Program Supervisor to lead critical oral health initiatives that serve children and families across the county. In this role, you'll combine clinical expertise, program leadership, and community collaboration to oversee several vital public health dental programs, including the Kindergarten Oral Health Assessment Program (KOHA), the Children's Village Dental Clinic, and the State PA 161 Program. What You'll Do Lead and Manage County Dental Programs • Provide leadership and oversight for the Dental Program, Kindergarten Oral Health Assessment Program (KOHA), Children's Village Dental Clinic, and State PA 161 Program • Ensure programs operate effectively, comply with policies, and meet public health goals • Manage program implementation, legal compliance, and coordination with state agencies Provide Direct Dental Care • Deliver patient care as a Registered Dental Hygienist or Dental Assistant at the Children's Village Dental Clinic and conduct dental screenings at schools and community sites. • Coordinate care between contracted dentists and referral providers • Support clinical operations and ensure quality standards are maintained Supervise and Support Staff • Lead a team of professional and clerical staff • Assign, schedule, and review work • Evaluate performance and provide coaching and development • Recommend hiring, promotions, and disciplinary actions when needed Coordinate School and Community Screenings • Manage all aspects of the KOHA program, including materials distribution and school coordination • Organize dental screenings and oral health education events at schools and community locations • Schedule dental hygienists and support staff for screening activities Manage Clinic Operations • Provide office management for the Children's Village dental clinic • Schedule patients and dentists • Track specialist referrals and maintain records • Maintain OSHA documentation and equipment oversight Manage Data, Compliance, and Reporting • Maintain program records and ensure accurate reporting of dental services • Monitor and manage the State of Michigan KOHA Portal database • Track staff licenses, training, and required clearances • Review program reports to ensure accuracy and compliance Support Program Budget and Operations • Participate in planning and monitoring program budgets • Review expense reports and correct variances • Process contractor invoices and manage program expenses • Assist with bid development and contract amendments for dental services Expand Program Awareness • Partner with the Health Communications team to develop outreach and marketing for dental programs • Help design messaging for social media, print, and digital campaigns • Promote oral health education across the community Collaborate Across Public Health Programs • Work with Hearing & Vision and Immunization program leaders to support back-to-school health initiatives Minimum Qualifications EXPERIENCE, TRAINING, KNOWLEDGE, SKILLS & ABILITIES A. REQUIRED MINIMUM QUALIFICATIONS 1. Possess a Bachelor's degree from an accredited college or university with a major in Dental Hygiene, Public Health, Public Administration, Business Administration, Behavioral Sciences, or a closely related field. 2. a. Licensed by the Michigan Board of Dentistry to practice dental hygiene in the State of Michigan. b. Have had at least three (3) years of full-time work experience as a Dental Hygienist; OR 3. Have had at least five (5) years of full-time work experience as a Dental Assistant and hold a certificate in Dental Radiographs in the State of Michigan. SUPERVISION EXERCISED Functions as a supervisor over various professional and clerical employees. Instructs, assigns, schedules, and checks work, appraises performance and recommends employees for salary increase or promotion. Effectively recommends to Administrator on hiring, discipline, and discharge. ESSENTIAL JOB FUNCTIONS Provides direct oversight and guidance to the Dental Program, Kindergarten Oral Health Assessment Program (KOHA), Children's Village Dental Clinic and the State PA 161 Program through review of procedures and policies. Provides direct patient care as a Registered Dental Hygienist and/or a Dental Assistant at Children's Village. Functions as the liaison between the contracted Dentist and referral dental providers when working at Children's Village. Provides all office management support for CV dental clinic. Schedules dentist and children. Keeps track of referrals to specialists. Bimonthly reports of dentist and monthly dental data collected. Maintains OSHA records for CV dental clinic. Maintains equipment at CV dental clinic. Co-creates bids for dental services. Drafts bids for amendments for contracted dental services. Reviews and approves dental applications. Processes registration fees for approved clients with Oakland County Health Division and collects and reviews prior authorizations for dental treatments. Functions as a liaison with the State of Michigan regarding the implementation and administration of dental programs and monitors State of Michigan policies and laws related to dentistry. Manages the implementation and legal aspects of the State PA 161 Program. Manages all aspects of the KOHA program. Coordinates distribution of KOHA materials to schools and parents. Works with schools and community partners to organize KOHA screening events and/or dental education events. Schedules and assigns Dental Hygienist and dental clerk to provide screenings at schools and community sites. Reviews dental prevention report compiled by dental clerk and dental hygienists to ensure accuracy. Observes dental hygienist and clerk at work sites on a continuous basis to ensure high work standards, accuracy in screenings and OSHA compliance. Tracks and updates staff licenses, trainings and security clearances. Manages the State of Michigan KOHA Portal database and enters information into Oakland County Health Division database as well. Collaborates with the Hearing & Vision and Immunization Supervisors to create and implement back to school programming for Oakland County Schools. Participates in budget planning and control of the Dental Program budget and KOHA budget. Runs monthly expense reports and corrects variances as needed. Processes monthly invoices from Dental Program contractors and oversees expenses for the KOHA program. Maintains expense monitoring to ensure accuracy of dental contractor invoices and expenses and KOHA invoices and expenses. Develops the marketing plan for the Dental Program and KOHA program in partnership with the Health Communications team. Assists with supporting communication messaging and content working with the Health Communication Team to execute and implement plans. This includes social media, print and digital communication. Responsible for inventory management for Children's Village, Dental Program and KOHA Program. Schedules schools, preschools, community sites, and Oakland County Health Division dental events. Utilizes current countywide and/or department specific software to complete assignments. ESSENTIAL MENTAL & PHYSICAL REQUIREMENTS Ability to communicate to accurately convey information. Ability to lift up to 25 pounds and move screening supplies with or without assistance. WORKING CONDITIONS Work is performed in a typical office environment. May be required to travel to other locations during the course of work. Additional Minimum Qualifications B. ADDITIONAL DESIRABLE QUALIFICATIONS 1. Considerable knowledge of and skill in applying the principles, practices, and techniques of dental hygiene in a public health clinic. 2. Considerable ability to establish and maintain effective working relationships with professional and non-professional Health Division personnel, representatives of other agencies, and the general public. 3. Considerable ability to maintain records of dental and oral hygiene services to individual patients. 4. Considerable ability to communicate effectively the educational aspects of oral hygiene to interested groups and individuals. 5. Considerable ability to exercise mature judgment and initiative in analyzing problems and recommending solutions. 6. Considerable ability to plan and implement an on-going system of program evaluation activities. 7. Considerable knowledge of and ability to apply modern management practices and techniques to the collection and utilization of program data. 8. Considerable ability to plan, develop and utilize educational programs and materials available through division/unit service areas. 9. Familiar with current word processing, spreadsheet, database, e-mail, and Internet software. C. SPECIAL REQUIREMENTS 1. Must maintain a license to practice dental hygiene or be a dental assistant with a certificate in Dental Radiographs in the State of Michigan. 2. Must submit to immunizations as requested by the Department of Health & Human Services and periodic tuberculin skin tests or chest X-rays at County expense. 3. For Children's Village, before beginning employment, candidates will be required to provide Children's Village with documentation from the Michigan Department of Human Services that they have not been named in a central registry case as the perpetrator of child abuse or child neglect. In addition, applicants being considered for hire will be asked to sign a form authorizing Children's Village to request and receive a criminal history check in accordance with the privacy act of 1974. Applicants for positions at Children's Village will not be considered if they have been convicted of either of the following: (a) Child Abuse or Neglect (b) A felony involving harm or threatened harm to an individual within the 10 years immediately preceding the date of hire. 4. For kindergarten oral health assessment, before beginning employment, the following are required: (a) Documentation from MDHHS that the candidate is not named in a central registry case as a perpetrator of child abuse or child neglect. Clearances are updated prior to each new school year. (b) Documentation from the Michigan Department of State Police ICHAT that the candidate has not been convicted of child abuse and neglect, or a felony involving harm or threatened harm.
