The position serves as the bridge between business and operations computer systems and centralized information services. We are the Metropolitan Council, the regional government for the seven-county Twin Cities metropolitan area. We plan 20 years ahead for the future of the metropolitan area and provide regional parks and trails, transportation, wastewater, and housing services. Information Services is the central IT department supporting all divisions of the Metropolitan Council. Our 140 team members provide technology, practices, and innovative solutions that enable the core services of the Council. How your work would contribute to our organization and the Twin Cities region: The Business Systems Analyst 2 will plan, design, and maintain PeopleSoft Financial and Human Resource computer systems that support the Council's financial and human resource functions. This position supports the Council-wide organizational and business functions. This is the full performance level in the Business Systems Analyst (BSA) job class series: Business Systems Analyst (BSA) I, BSA II, BSA III, BSA IV. Duties, amount of supervision, and the nature of the work performed varies depending on the level. The BSA 2 level is distinguished from the Business Systems Analyst (Level 1) as work is performed with less supervision, assignments require the application of knowledge, skills and abilities to perform tasks that are broader which requires problem identification, analysis and resolution. This job class is distinguished from the Level 3 job class by the Level 2 work assignments being similar in context and involve historical examples which are used as the baseline for continuous process improvement. Nature of work assignments at level 2 have a focus on maintenance and system troubleshooting with less percentage of time spend on research, analysis, process improvement and project management. What you would do in this jobAnalyze business processes, facilitate, lead and initiate changes to leverage the use of computer system capability and determine best practices to be implemented to assure effective use and maintain system integrity. Maintain application foundation tables, security and permission structure. Develop and write user reports and queries. Provide functional expertise to create and write training documents, manuals and user guides. Plan system upgrades, costs and time estimates for completing upgrades. Write test script and system modifications as well as identify programming needs and system interfaces with other enterprise applications to confirm business functions. Maintain complex system and provide system troubleshooting. Other duties as requested. What education and experience are required for this job (minimum qualifications) Any of the following combinations in completed education (degree with major coursework in management information systems, business administration, finance, human resources or related field) and experience (in management analysis, financial and/or human resources business or functional analysis (including ERP HRMS and financial systems), related analytical or equivalent experience). Business Systems Analyst 2: Bachelor's degree with three years of experience. Associate degree with five years of experience. High school diploma/GED and seven years of experience. What additional skills and experience would be helpful in this job (desired qualifications): Intermediate computer skills in word processing, complex spreadsheets, graphics presentations and database management (Word, Excel, Access and PowerPoint). Experience providing functional subject matter expertise in PeopleSoft version 9.2 in any three of the following modules: General Ledger, Financial Reporting. Accounts Payable, Accounts Receivable. Asset Management, Billing, Purchase Order. Benefits, Workforce Administration, and Time and Labor. Demonstratable experience using PeopleSoft Query Manager, including multiple table joins, subqueries and scheduling queries. What knowledge, skills and abilities you should have within the first six months on the job: Ability to troubleshoot system problems. Ability to read, analyze and interpret professional journals, technical procedures and government regulations. Ability to juggle multiple priorities and deadlines. Ability to work with end users/business partners to fully gather, define and document business requirements, test scenarios, and create business procedure manuals. Ability to interpret and apply mathematics and statistical methods and procedures gained through professional educational training.
