Company Description Sheladia Associates, Inc. Job Description Applicants must be physically located in the USA. This position is contingent upon contract award. We are seeking an experienced Program Manager to lead and oversee infrastructure and facilities programs in the Washington, DC metropolitan region. The Program Manager will provide strategic leadership and operational oversight for a portfolio of projects, ensuring successful delivery through effective planning, coordination, and management of multidisciplinary teams. Provide program management oversight for a portfolio of infrastructure and facilities projects, coordinating multidisciplinary teams responsible for planning, design, and construction. Develop and maintain a Program Management Plan (PMP) outlining program objectives, delivery strategies, risk management, and performance controls. Establish program communication and coordination processes to ensure effective engagement with clients, stakeholders, contractors, and technical teams. Implement quality assurance and quality control (QA/QC) procedures to ensure deliverables meet applicable standards, regulations, and industry best practices. Prepare annual program work plans, budgets, schedules, and staffing plans, and monitor program performance against established goals. Provide strategic guidance on program delivery and support continuous improvement of program management processes. Oversee compliance with engineering standards and construction requirements, including review of designs, specifications, drawings, and technical deliverables. Monitor project progress through regular coordination and site visits to ensure projects are delivered on schedule, within budget, and in accordance with safety and quality standards. Qualifications Bachelor's degree inCivil Engineering, Architecture, Construction Management, or a related field. Minimum 15 years of experience in program management, including at least 3 years managing large-scale infrastructure, facilities, or capital improvement programs for public-sector, municipal, utility, or industrial clients. Demonstrated experience overseeing programs involving master planning, design management, permitting, construction management, and facilities operations support. Strong leadership and program management skills, including budgeting, scheduling, risk management, and stakeholder coordination. Experience working with government agencies, regulatory authorities, consultants, and contractors. Proven experience managing complex, multi-project capital programs for public-sector, municipal, utility, or industrial clients. Professional certification such as Professional Engineer (PE) (preferably registered in the District of Columbia), PMP, PgMP or equivalent preferred. Excellent written and verbal communication skills. Additional InformationProposed Salary: $70 - $85 per hour, commensurate with qualifications and experience. Sheladia Associates, Inc. has made the best effort to accurately represent the pay range for this position, however, base pay offered may vary depending on job-related knowledge, skills, and experience, and any applicable cost of living data relevant to the position/candidate.
