S3, Inc. is looking for a International Contract Administrator to join our contracts team at the corporate HQ in Cummings Research Park, Huntsville, AL.Contracts will operate CONUS/OCONUS.Must be flexible for travel to the Kingdom of Saudi Arabia and other Middle East locations.This is not a teleworking position. Description: The International Contract Administrator will require extensive interaction and coordination with senior management to oversee CONUS and OCONUS contract requirements. The Contractor Administrator will be responsible for all aspects of the prime and sub- contracting process from proposals, pricing, negotiation, award, administration, and closeout. The International Contract Administrator will also interface with government and/or customers and provide guidance to the company's senior leadership team on contractual matters. Candidate must have extensive experience working for a fast-paced Federal contractor services company. This is not a telework position and will require OCONUS travel. Responsibilities: Supports development and appropriate winning strategies for major proposals in response to solicitations as either the prime contractor or subcontractor. Negotiates all terms and conditions for the resulting contracts; identify and mitigate contract risk. Negotiates NDA's and Teaming Agreements. Manages/coaches/mentors contracts personnel charged with conducting front-end strategic assessments of business pursuits. Reviews statements of work/contract terms, advise senior leadership of contractual risks, and provide creative mitigation plans. Develops proposal pricing strategies and associated rate structures to optimize contract revenue and profitability and articulates and establishes sound contractual policy to facilitate successful contract implementation. Responds to complex inquiries from both internal and external customers regarding contractual issues by providing sound advice and guidance. Provides timely contractual advice on critical areas such as OCI, performance-based acquisition, ITAR, risk mitigation, and all other areas of concern to the Project, Program, and Business Unit Leaders. Provides cradle to grave contract and subcontract management and administration. Coordinates directly with the company senior management, program managers, and Finance Department in executing the contracting process from formation through closeout. Provides interpretations, guidance and risk assessments on contractual matters and provides support during internal/external audits. Creates or amends contracts policies and procedures to facilitate company growth and diversification. Travels to CONUS and OCONUS locations to negotiate contracts. Qualifications: Bachelors' degree in Business Administration or related discipline; Masters preferred. 12 years of experience as a program, technical, and/or business operations manager in a technical services defense contracting company. 12 years of contract management experience in FFP, FPLOE, CP, CPAF, and T&M contracts at the IDIQ and Task Order operating and reporting level. 5 years of experience managing SCA/CBA contracts, negotiating a CBA contract, and managing international country contract negotiations. 5 years of experience managing international country contract negotiations Excellent working knowledge with ITAR requirements and Federal procurement regulations and laws. Proficient with all Microsoft products at a level 4 out of 5 and 3 years of experience at developing the price volume section of an RFP response. Capable and willing to travel OCONUS, including Middle East locations.
