Basic Function Under the direction of an administrator or manager, performs a variety of responsible and technical personnel administrative functions and activities; assists in the planning, organization, and execution of recruitment, selection, and employment processes; assists in the planning, organization, development, and maintenance of a comprehensive personnel record and file management, filing systems, storage, and retrieval system. Representative Duties 1. Performs a variety of technical personnel administrative functions, including but not limited to employee recruitment and selection, personnel employment processing, and other related functions and activities. E 2. Reviews and preliminarily screens applications to ensure application completeness; reviews applications to ensure applicants meet minimum qualification standards. E 3. Reviews requests for new personnel and personnel replacements; assists managers and supervisors by providing employment eligibility lists and materials to aid in the recruitment and selection process. E 4. Assists in the planning, organization, and conduct of recruitment processes, including but not limited to coordinating and attending job fairs, developing and distributing vacancy notices, applicant notifications, process monitoring, examination scoring, and development of employment pool listings; serves as the Equal Employment Opportunity (EEO) monitor. E 5. Assists in the planning, development, implementation, and maintenance of manual and automated record and file management, storage, and retrieval systems. E 6. Interprets and applies policies, regulations, and guidelines to ensure that the District personnel management system is pursued in an effective and efficient manner. E 7. Operates a variety of office machines including personal computer and software such as Microsoft Office. E 8. Performs a variety of clerical and administrative responsibilities in support of the department's day-to-day activities and/or operations utilizing a variety of communication modalities including but not limited to answers and responds to phone calls, emails, text messages, and chat platforms; opens, screens, and distributes mail and correspondence; photocopies documents and requests duplication services; ensures maintenance and repairs of assigned work areas, facilities, or equipment; enters various requests for services from IT, Facilities, and Maintenance; contacts vendors for equipment service, when needed; follows-up with vendors to ensure satisfactory completion of requests; may perform simple repairs or maintenance to standard office equipment. E 9. May independently respond to routine correspondence, memoranda, and requests for information and data. 10. May assist in conducting, planning, and organizing personnel orientations, staff development, and in-service training programs. 11. May assist in the compilation and preparation of the personnel component of the Governing Board agenda. 12. Performs related duties that support the overall objective of the position. Education and Experience • High school graduate or General Educational Development (GED) supplemented by training or coursework in personnel management, business office procedures, or a closely related field; AND • Three (3) years of responsible and technical personnel administration experience, preferably including one year in a lead capacity. • Or, any combination of education and experience which would provide the required qualifications for the position. OR • Associate degree with coursework in human resource management, business administration, or related discipline; AND • Two (2) years of responsible and technical personnel administration experience; • Or, any combination of education and experience which would provide the required qualifications for the position. License Certificates/CredentialsDesired QualificationsDistinguishable Characteristics The Human Resources (HR) Technician II is the journey level classification within the Human Resources Technician series; performs responsible and technical personnel administrative functions and activities; participates in and facilitates various Human Resources functions and activities such as recruitment, selection, and employment processes. The Human Resources Technician II performs assigned HR responsibilities and may execute independent judgement following well established guidelines, processes, and procedures. The Human Resources Technician II is distinguished from the Human Resources Technician I in that the latter is the entry-level classification within the Human Resources Technician series. The incumbent performs routine personnel and administrative transactions; provides support in various HR activities and processes, as assigned. The Human Resources Technician II is distinguished from the Senior Human Resources Technician in that the latter is the senior, lead classification within the HR Technician series. The Senior Human Resources Technician facilitates the day-to-day operations and workflow of the HR office; performs complex, specialized, and technical responsibilities with little direction or supervision and exercises independent judgement in the execution of assigned responsibilities. Working ConditionsPHYSICAL DEMANDS: While performing the duties of this job, employees are regularly required to sit or stand for extended periods of time; talk or hear, in person and by telephone; use hands repetitively to finger, handle, feel, operate personal computers and other standard office equipment; and reach with hands and arms. Specific vision abilities required by this job include close vision, use of both eyes, ability to distinguish basic shades and colors and the ability to adjust focus. Employees are frequently required to walk and stand and occasionally lift up to 20 pounds.
