As we continue to make strides to becoming the employer of choice, we are thrilled about the below employee benefit enhancements: Virginia Retirement System (VRS) Language Incentive Referral Bonus Tuition Assistance Program Description The Financial Manager - Revenue Operations & Analysis is responsible for overseeing the accurate and timely posting of revenues to the City's financial system while ensuring the integrity of the general ledger. This position plays a critical role in maintaining strong internal controls, supporting audit readiness, and enhancing the reliability of financial data used for financial reporting and decision-making. The role partners closely with the Department of Budget and Strategic Planning and the City Economist to support revenue forecasting, monitor performance trends, and ensure alignment between revenue collections, financial reporting, and budget assumptions. This position serves as a key liaison between departments, constitutional offices, Finance, and Budget to promote consistency in revenue handling and strengthen financial operations citywide. This position is Unclassified and serves at the will of the Appointing Authority.Duties include but are not limited to Revenue Operations & Controls Oversee daily and periodic revenue postings to the general ledger to ensure accuracy, completeness, and timeliness. Monitor feeder systems and departmental submissions to confirm transactions are properly recorded within the financial system. Perform and supervise reconciliations between subledgers, bank deposits, and the general ledger. Review and approve revenue-related journal entries and adjustments. Identify discrepancies, research variances, and implement corrective actions promptly. Establish and maintain strong internal controls over revenue recording processes. Develop and document standard operating procedures to support audit compliance and operational continuity. Coordinate with departments to ensure revenues are coded and submitted in accordance with City policies and accounting standards. Support month-end and fiscal year-end close activities, including audit preparation. Budget Coordination & Forecast Support Serve as the primary Finance liaison to the Department of Budget and Strategic Planning on revenue matters. Coordinate regularly with Budget to ensure revenue collections, trends, and assumptions remain aligned with the City's adopted budget and multi-year financial plan. Partner with the City Economist to facilitate revenue forecasting by providing reliable historical data, trend reports, and collection analyses. Monitor revenue performance against projections and proactively elevate significant variances or emerging risks. Assist in maintaining baseline revenue datasets that support forecasting models and financial planning efforts. Produce recurring revenue reports and dashboards to support executive leadership, financial planning, and strategic decision-making. Coordination & Leadership Serve as a central point of coordination between Finance, Budget, operating departments, and external stakeholders on revenue-related matters. Provide guidance and training to departmental staff regarding revenue submission procedures, coding requirements, and financial controls. Promote standardization of revenue processes across departments to improve accuracy and efficiency. Supervise professional or technical staff as assigned. Qualifications, Special Certifications and LicensesKNOWLEDGE, SKILLS, AND ABILITIES:Knowledge (some combination of the following): Thorough knowledge of governmental accounting principles and general ledger structures Strong understanding of municipal budgeting practices and revenue forecasting concepts. Generally Accepted Accounting Principles (GAAP) Auditing practices and techniques Complex math Enterprise resource planning systems Microsoft Office Suite (Word, Excel, Outlook) CIS systems RAPIDS City accounting procedures Skills(some combination of the following): Demonstrated experience establishing internal controls and supporting audit requirements. Exceptional analytical ability and attention to detail. Supervising Organizational planning Budget planning, forecasting Training and developing others Verbal and written communication Business writing Customer Service Using standard office equipment such as computers, printers, and fax machines Abilities (some combination of the following): Ability to coordinate across multiple departments within a complex governmental environment. Strong communication skills with the ability to translate financial data into actionable insights for leadership. Think conceptually Analyze information Problem solve Work in teams MINIMUM TRAINING AND EXPERIENCE: Bachelor's degree in Accounting, Finance, Economics, Business Administration, Public Administration, or related field. Five to seven years of progressively responsible experience in governmental accounting, revenue administration, financial operations, budgeting, or financial analysis. Experience working within an ERP or governmental financial system. An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification PREFERRED: Government accounting experience. Supervisory experience. CPA, CPFO, CGFM, or similar certification.
