Job Description

Human Resources Professional Mental Health Support Services (MHSS) is the provider of mental health, developmental disabilities, and substance use disorder services for children and adults in Chesterfield County. We currently have an exciting career opportunity for an experienced, customer focused human resources (HR) professional eager to provide human resources services in a high-volume, fast-paced department of 600+ employees! The successful incumbent will be dedicated to supporting MHSS in attracting, rewarding, and retaining a high-quality workforce to serve our clients. Minimum Education and Experience: Bachelor's degree in human resource management, organizational management, business or public administration, or a related field; two years of experience in a Human Resources environment; or an equivalent combination of education and experience. Four or more years of HR experience preferred; HR experience in local or state government preferred; full-life cycle recruitment experience in an HR environment preferred; payroll and/or timekeeping experience preferred; HR Certification preferred. Experience with Workday preferred. Required Knowledge, Skills, and Abilities: Knowledge of the basic principles and practices of human resources administration; of pertinent federal and state laws and regulations. Ability to provide guidance and direction pertaining to applicable laws, regulations, policies and procedures for assigned human resource function(s); to interpret, apply and explain human resources policies and procedures; to exercise good judgment and maintain confidentiality in sensitive and confidential information, records and reports; to communicate effectively orally and in writing; to operate a personal computer and related software and other standard office equipment; to develop and maintain effective working relationships with internal and external customers. Working knowledge of automated applicant tracking systems and timekeeping systems preferred. Working knowledge of electronic filing systems and records management preferred. Ability to work in a complex organizational structure and deadline driven environment preferred. Analytical skills preferred. Additional Requirements: Pre-employment drug testing, FBI criminal background check, and education/degree verification required. Duties include but are not limited to the following: Facilitating and coordinating the employment and full-life cycle recruitment function and related HR processes; Assisting in submitting automated personnel actions; Sourcing candidates; posting positions in the recruitment management system; applicant tracking; Reviewing and auditing new hire selection/recruitment packages; Conducting fingerprinting for background checks and electronically submitting Child Protective Services (CPS) forms; Providing guidance to hiring managers and other internal and external customers; Serving as a back-up to the HR timekeeper/leave coordinator to include processing timekeeping/leave, Family Medical Leave (FMLA), short term disability, etc. in Workday; Assisting in coordinating and conducting new hire employee orientation; Interpreting, applying, and explaining HR policies, procedures, etc; Assisting in maintaining electronic files; Assisting in researching, compiling, analyzing, and summarizing data and information for decision-making, reports, and special projects, and making recommendations as requested; and Performing other work as required. This position is a part of an approved Career Development Plan (CDP) and offers career progression opportunities and salary incentives, as funding permits, based on performance, qualifications, and experience.
