Management Analyst You will serve as a Management Analyst in the Sea Warfare and Weapons S&T Department, Code 33 of Office of Naval Research. You will serve as a program analyst conducting comprehensive studies on assigned programs, monitoring and measuring program progress toward reaching objectives, and recommendations on program improvements and execution. You will conduct program analysis of substantial scale and impact concerning all aspects of programs administered by the S and T Program Officers for efficiency and effectiveness in achieving planned goals and objectives. You will work closely with the leadership to develop supporting information for the department in the execution of long-range complex programs. You will monitor the availability and use of funds and conducts detailed analysis to identify, quantify, and evaluate the accomplishment of the goals and milestones. You will review financial documents such as procurement requests, financial plan changes, and extension of funds for potential impact on programs objectives, productivity, and performance. Conditions of Employment Must be a US Citizen. Must be determined suitable for federal employment. Must participate in the direct deposit pay program. Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326. Males born after 12-31-59 must be registered for Selective Service. You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes. Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11/12 grade level or NO-03 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying, revising, extending, and/or developing complex fact-finding, analytical and problem-solving methods and techniques to evaluate assigned programs; 2) Identifying interrelated program problems, drawing conclusions, and recommending appropriate actions or solutions to improve program productivity and performance; and 3) Applying budgetary policies and procedures related to funding types/sources to prepare actual and projected funding estimates, justifications, and strategies in support of department objectives.
