Essential Functions -Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals. -Coordinates daily work activities; organizes, prioritizes, and assigns work; monitors status of work in progress and inspects completed work; confers with assigned staff, assists with complex/problem situations, and provides technical expertise; coordinates staff development and training programs; monitors certification/licensure of staff members to ensure compliance with regulatory requirements. -Develops, manages, and oversees the mechanical preventative maintenance program for all assets assigned to the wellfields and remote pumping stations, both potable and raw water. -Ensures divisional compliance with all applicable codes, laws, rules, regulations, standards, policies and procedures; ensures adherence to established safety procedures; monitors work environment and use of safety equipment to ensure safety of employees and other individuals; initiates any actions necessary to correct deviations or violations. -Consults with Division Director, regulatory agencies, or other officials to review operations/activities, review/resolve problems, receive advice/direction, and provide recommendations; consults with Division Director regarding issues involving compliance with state statutes; responds to questions or requests from County Commissioners. -Plans and manages operations and for the mechanical operation of all raw water wells and potable re-pump stations, inspects facilities, grounds and equipment to ensure proper upkeep and regulatory compliance, evaluates efficiency and effectiveness of wellfield and remote station operations, procedures and use of resources; recommends and implements improvements as needed. -Prepares and/or reviews management reports on water quality, drawdowns, compliance, maintenance, safety and fiscal operations. -Develops and implements Department budget for operations/maintenance expenditures, personnel services, and capital projects; monitors expenditures to ensure compliance with approved budget; reviews and approves purchase requisitions and invoices; prepares or reviews bid requests; prepare, research, and process executive summaries required for higher level purchases. -Assists in developing and implementing long and short-term plans, goals, and objectives for the department; review plans for new capital projects for input into operational issues which may arise. Plans and manages water distribution operations and activities; oversees activities involving remote locations, wells, and miles of pipeline; conducts field inspections to ensure proper operations and regulatory compliance; performs on-site management of major system failures; conducts field inspections of problem situations; troubleshoots system problems and assists in developing solutions. -Responds to complaints and questions related to department operations/activities; provides information, research problems, and initiates problem resolution; responds to requests for information from developers/engineers regarding new system connections; responds to engineers' requests for deviation from County ordinances, to include researching impact on water system and providing information to Division Director for final decision. -Oversees response to work orders for various customer services from County Divisions; issues work orders for underground contractor bids for water, stormwater, and public engineering divisions. -Coordinate construction work and capital projects; coordinates construction/repair activities with other Divisions, Departments, outside contractors, and regulatory agencies; coordinates with public utilities engineering staff to ensure timely completion of construction projects; oversees water portion of major roadway projects impacting the water distribution system. -Manages long-term cross connection control program to retrofit the majority of the County water service connections with backflow devices. -Manages and coordinates various Department projects and activities; coordinates annual testing of all backflow devices within the system; manages annual pigging of raw water lines; manages yearly flushing of the system, to include coordinating a large-scale public information campaign. -Coordinates with water plants regarding all required plant shutdowns and problems at remote stations or well fields maintained by the Department. -Coordinates with water laboratory to conduct testing required by Department of Environmental Protection after each plant shutdown; coordinates weekly laboratory testing of new water lines and special system projects, such as annual system flushes. -Initiates and oversees system mapping project for mapping of County records into a GIS-based system. -Coordinates with the Utilities Finance Division for billing and collection of fees for services provided by the section. -Monitors inventory levels of Division equipment, chemicals, and supplies; ensures availability of adequate materials to conduct work activities; initiates orders for new or replacement materials; prepares and/or reviews chemical and equipment specifications for form/content. -Reviews proposed changes to County ordinances; provides input on changes impacting water distribution system. -Responds to emergency situations as needed; prepares disaster preparedness plans. ADDITIONAL FUNCTIONS -Coordinates with other utility agencies regarding requests for emergency assistance. -Performs public relations functions; coordinates annual public displays at local malls; coordinates creation/mailing of annual consumer confidence reports. -Performs other related duties as required. Minimum Qualifications -Bachelor's degree required. -Five (5) years of related experience. -Candidates without a degree should possess four (4) additional years of related experience. -Fingerprinting required. LICENSES/CERTIFICATES -Must possess and maintain a valid Class 1 Water Distribution Systems Operator License issued by the State of Florida. -Must possess and maintain a valid Florida Driver's License with any applicable endorsement(s) to drive a County vehicle as provided in CMA 5805. Supplemental information Salary offers above the minimum pay grade may be considered based on qualifications. Essential Employees may be required to work during an undeclared or declared emergency. The County's Administrative Office will determine who will be required to work on an incident-by-incident basis.
