If you live in a state bordering Minnesota, you must live within 50 miles or less from the primary work location to be eligible for telework.The Deputy Chief Financial Officer exists to support the Chief Financial Officer for the Department of Human Services (DHS) in planning, directing, and implementing financial management practices in the program (i.e., Medicaid, MinnesotaCare, TANF, etc.) and operational budgets, working in coordination with division directors reporting to the CFO. The Deputy CFO oversees, directs, and manages functions, projects, and processes for which the CFO is responsible at the direction of the CFO. This position will provide agencywide direction over Medicaid financial functions. The role of deputy CFO is to provide executive leadership, direction and management of financial functions delegated by the CFO, evaluate, and monitor effectiveness and efficiency of current financial practices and activities and take action to maximize the efficient and effective use of public funds, maintain compliance with state and federal laws, and serve as representative of and advisory to the CFO and other agency leadership. This position will also have direct reports.Responsibilities include but may not be limited to: Serve as lead financial analyst and consultant to provide expert fiscal advice, guidance, and strategies to the agency leadership and agency fiscal staff at the direction of the CFO. Provide expertise and agency-wide oversight of the program and operational budgets. Design and implement strategies and processes to improve financial management and oversight of Service Delivery Transformation and IT development projects on behalf of DHS. Provide leadership support to the CFO to ensure financial infrastructure is established and maintained in a manner that supports sound fiscal stewardship, transparency, and strategic decision making. Plan and direct the design and execution of major organizational studies and analyses that ensure improved financial and organizational structure and accountability of DHS programs. Provide managerial leadership and direction to staff to ensure DHS objectives are met in the most efficient and effective manner. Provide strategic Medicaid fiscal leadership, management, consultation, assistance and advice to the Medicaid Director, Chief Financial Officer, Budget Director, Commissioner, Deputy and Assistant Commissioners, and DHS finance staff. Facilitate and guide decision-making that impacts the Medicaid or MinnesotaCare budget and impact multiple parts of the agency. Minimum QualificationsTo facilitate proper crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month, day and year for each job held.Managerial experienceANDThree (3) years of financial and/or healthcare assistance experience managing programs, including strategic planning and directing the work of staff. Experience must demonstrate: Development of finance policy, budgets and funding strategies. Excellent skills with negotiations, and mediations to resolve differences between competing positions. Managerial skills in assigning priorities, developing staff, and improving work processes and change management efficiencies. Preferred Qualifications MBA, Masters in public policy or related field. Knowledge of Medicaid and/or other state government finance programs. Expert oral and written communication skills to demonstrate good follow up and accountability while also effectively explaining complex and multi-faceted healthcare/human service policy, funding strategies and proposals. Knowledge of laws, rules, and regulations, best practices, industry standards, and current developments governing state and federal budgeting, financial management, accounting, procurement, and contracting. Variety of experiences working effectively with others from different backgrounds and cultures.
