Public Records Project Specialist The Department of Human Resources (DHR) seeks a talented administrative professional to join our Policy team and serve as a Public Records Project Specialist. This position will play a crucial role in facilitating transparency by assisting with the department's public records request program. Under the supervision of a DHR Policy Advisor, assist with DHR's public records request program in compliance with the Washington State Public Records Act (PRA RCW 42.56). Work with departmental records custodians and other internal staff to facilitate the timely production of public records request responses. Coordinate with DHR divisions and programs to ensure all responsive records are identified. Consult with DHR's Public Records Officer on issues related to public records requests. Review production for sensitive and confidential information and provide necessary redactions. Assist with research and analysis related to public records and public records requests. Collaborate with King County's Public Records Program and departmental public records officers on inter-departmental records requests. Perform other project-related tasks as assigned. Experience, Qualifications, Knowledge, Skills Our ideal candidates will demonstrate the following minimum qualifications: At least two (2) years of experience in an administrative or program support role. Strong customer service skills and a commitment to quality, including building and maintaining positive relationships with internal and external customers; able to navigate ambiguity, seek clarity, and foster shared understanding. Skilled in problem solving, work planning, making timely and quality decisions, and working in partnership with diverse and multi-disciplinary staff and customers. Demonstrated knowledge of Equity, Racial, and Social Justice (ERSJ) principles, including implementing ERSJ principles into work processes and customer interactions. Ability to rapidly switch tasks, coordinate complex multi-step projects, independently prioritize, and re-prioritize tasks depending on workflow, and work with frequent interruptions. Demonstrated skill in conducting searches in electronic and paper document filing systems. Ability to work with technical staff to access records in electronic formats. Demonstrated ability to engage in collaborative teamwork and work cohesively in a small team. Demonstrated professional level oral and written communication skills. Ability to recognize precedent-setting situations, effectively resolve conflict, make difficult decisions, and appropriately escalate issues when necessary. Proficient in the use of Microsoft Office, including SharePoint, Teams, Outlook, Word, and Excel. Highly competitive candidates will also have the following desirable qualifications: Familiarity with Public Records Act requirements (RCW 42.56) and experience handling Public Records Requests (PRRs). Knowledge of public records duties for a public agency, including knowledge of PRA exemptions, withholding logs, and public records tracking systems and processes. Familiarity with King County policies, procedures, and systems. Experience with records retention and management practices or familiarity with King County's records policies. Knowledge of general government principles and procedures. Experience with GovQA, eDiscovery, or other public records management software. This position is non-exempt from the provisions of the Fair Labor Standards Act and therefore is overtime-eligible. Employees are paid on a bi-weekly schedule, every other Thursday, comprising a 40-hour workweek, normally 8:00 a.m.-5:00 p.m., Monday through Friday. This position is not represented by a collective bargaining agreement and is classified as Project/Program Manager I (class code: 2441100). This position works a hybrid schedule of remote and onsite work, requiring work in the office at least two days a week. Hybrid work schedules are subject to change based upon operational necessity. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment. Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. Supplemental Information This recruitment is open to King County employees and the public and will be used to fill one Term-Limited Temporary (TLT) position or Special Duty Assignment (SDA). The duration of the assignment is anticipated to be 12 months. TLT's are open to all King County employees and the public. King County values diverse perspectives and life experiences. SDA's are open to current King County career service or appointed employees who have passed their initial probationary period. Employees selected for special duty will be compensated based upon the provisions of the collective bargaining agreement or Coalition Labor Agreement for their base assignment.
