Summary The position is located in the Bureau of Personnel and Training (PERT), Office of Organization and Talent Analytics (OTA), Workforce Planning and Analysis Division (WPA). The Workforce Planning and Analysis Division (WPA) focuses on employee flowthrough, attrition and retention, Foreign Service promotion planning, human capital surveys, statistical reporting, and special workforce studies and products. This position serves as the Division Chief of WPA. Duties Help Manages a staff engaged in organizational analytics, quantitative/qualitative assessments, multi-year strategic workforce and succession plans, workload and workforce mix assessments, competency gap strategies, and culture change tactics. Directs workforce planning and analysis to guide management decisions on Foreign Service and Civil Service intake and overall employee strength. Oversees the evaluation, forecasting, planning, analytic support, and development of information necessary for the effective management of human resources (HR) in the Department. Provides direction in the development, administration, and analysis of human resource surveys; develops briefings and reports for Department management that include the reporting and analysis of survey results. Coordinates the annual promotion planning process for the Foreign Service. Utilizes a workforce planning model developed for the Foreign Service in determining the number and distribution among competition groups of promotions. Qualifications Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:Experience making recommendations to Bureau leadership on issues/findings associated with Foreign Service promotion planning models. Experience utilizing computer-based models to research Foreign and Civil Service historical data, identify trends and develop baselines used to project/forecast program requirements. Experience analyzing Foreign and Civil Service workforce planning models to advise senior leadership on the effectiveness, efficiency, and productivity of the Department's HR programs. There is no substitute of education for specialized experience for the GS-15 position. In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:Ability to assign, review, and supervise the work of others; Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances; Ability to adjust to change, work pressures, or difficult situations without undue stress; Willingness to consider new ideas or divergent points of view; and Capacity to "see the job through."
