Salary : $130,327.05 - $175,875.00 Annually Location : Laguna Beach, CA Job Type: Full-Time Job Number: 00173 Department: Engineering Division: Engineering Opening Date: 01/29/2026 Closing Date: 3/31/2026 4:00 PM Pacific Salary Information: $130,327.0500 - $175,875.0000 Description The Asset Management Program Manager, reporting to the Director of Engineering, develops, implements, coordinates, and oversees the District's Asset Management Program within the Engineering Department. The position manages assets for domestic and recycled water production and distribution systems; advanced water and recycled water treatment facilities; sanitary sewer collection and pumping systems; the wholesale potable water transmission system; the equipment fleet; and physical facilities, including buildings and structures. The role implements and oversees the District's asset management system; implements, integrates, and manages the Computerized Maintenance Management System (CMMS); provides guidance and oversight to the GIS Analyst; and performs related work as required. Under limited supervision from the Director of Engineering, the position supervises one staff member and directly supervises the Asset Management section (including the GIS Analyst), while providing technical and functional direction to interdepartmental staff, consultants, and contractors. Examples of Duties Essential Job Functions: The following examples illustrate the general nature and level of work assigned to this classification. They are not intended to be an exhaustive or exclusive list of all duties that may be required. The District reserves the right to assign additional responsibilities as needed. Develop, implement, and maintain the District's Asset Management Plan (AMP) using best management practices and life-cycle asset management principles, including methods aligned with the Institute of Asset Management (IAM). Manage and maintain the District's asset management systems and databases, leveraging District technology (including ESRI ArcGIS), and ensuring data integrity for asset inventory, condition, life-cycle tracking, replacement scheduling, and cost planning. Develop, implement, and sustain a comprehensive maintenance program for District assets, including predictive, preventive, and corrective strategies; support development of maintenance plans and Capital Improvement Programs (CIPs); and recommend best practices for asset management and maintenance systems. Track, analyze, and report asset and maintenance performance metrics and KPIs; prepare reports and deliver presentations to advisory committees, executive leadership, and the Board of Directors on maintenance activity and operational performance. Respond to information requests regarding District assets and coordinate with other departments to provide system, facility, and asset data. Lead and manage the Asset Management section, including staffing, work planning, assignments, workflow monitoring, and continuous improvement of processes, service delivery, and internal reporting systems; recommend service levels, staffing needs, and policy/procedure improvements to the Director of Engineering. Supervise and develop staff through recruitment participation, training, mentoring, performance evaluation, corrective action, and implementation of discipline and termination procedures as needed; provide training and mentoring to other District staff on asset management practices. Support the Director of Engineering by providing complex staff assistance, conducting organizational/operational studies, and implementing adopted maintenance and operations plans, policies, standards, and approved changes related to regulations and technology. Manage budgets for assigned programs/divisions and support financial planning related to asset management and maintenance activities. Qualifications Qualifications: Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Experience: Five (5) years of progressively responsible experience in Asset Management programs related to operation, repair, replacement and maintenance of domestic water supply, water distribution systems, sewer collections and pumping facilities, recycled water systems, reverse osmosis treatment facilities or a major public works operation and fleet and facilities. Two (2) years of supervising the functions listed above. Education: Bachelor's degree from an accredited college or university in engineering, public or business administration, water technology or a related field is required. Education Substitution: Five (5) years of relevant training and experience in developing, maintaining and improvement of Asset Management programs related to the operation, repair, replacement and maintenance of domestic water supply water distribution and pumping systems, sewer collections and pumping facilities, recycled water systems, reverse osmosis water treatment facilities or a major public works operation may be substituted for the education requirement combined with at least three (3) years of supervisory experience supervising these functions. License or Certificate: Valid California class C driver's license with good driving record. Valid certification from one of the following organizations preferred: Institute of Asset Management (IAM) IAM Certificate, and/or IAM Diploma Asset Management Council certificate from one of the following organizations preferred: Certified Associate in Asset Management (CAAM) Certified Practitioner in Asset Management (CPAM) Supplemental Information Physical Requirements: This position requires the ability to work in a standard office for up to 10 hours per day, and to lift, carry, push, pull objects weighing up to 25 pounds. The employee must be able to bend, stoop, reach, climb, kneel as needed to perform essential job functions. Work involves use of standard office equipment, including a computer; to inspect various District infrastructure, development, field operations and work sites; and to operate a motor vehicle and to visit various District and meeting sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups and over the telephone. This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Conduct Standard: Interact with coworkers, supervisors, and the public in a positive, cooperative, and supportive manner, ensuring that all actions align with and support South Coast Water District's policies, mission, vision, core values and performance measures. Disaster Service Workers: All Orange County Water District employees are designated Disaster Service Workers through state law (California Government Code Section 3100-3109). Employees are required to complete all related training as assigned, and to return to work as ordered in the event of an emergency. SOUTH COAST WATER DISTRICT BENEFITS: Work schedule is 4, 10-hour days - Monday through Thursday. Vacation - 80 hours per year to start, increases annually with a max of 360 hours. Longevity Vacation is awarded on 10-year anniversary date, and again every five years thereafter. Sick Leave - 96 hours per year with no cap. Retirement - defined benefit plan through the California Public Employees' Retirement System (CalPERS). Public Employee Pension Reform Act applied to new hires effective January 1, 2013. New employees are enrolled at the 2% @ 62. "Classic Members" applies to employees hired or within CalPERS prior to January 1, 2013. 2% @ 55. Educational reimbursement program. Health Benefits for employees who retire with a minimum of 10 years of continuous service with SCWD. Credit Union membership available.
