Job Description POSITION OBJECTIVE Working with a high degree of independence and under general direction, the Assistant Director of Human Resources and Faculty Affairs is responsible for the management of the overall human resources leadership and the focal point for all faculty appointments, re-appointments, promotion, award of tenure, transfers, reviews, resignations, and retirements for the Department of Population and Quantitative Health Sciences and the Cleveland Institute of Computation Biology. These activities include supporting the development of the strategic objectives of the department with the Administrative Director of Operations. The assistant director, as a liaison with the School of Medicine Office of Human Resources (SOM HR), will promote strong and effective management school human resources practices, a productive and engaging work environment and ensure compliance with internal and external policies, laws, and regulations. The assistant director will provide guidance and advice and manage all HR-related highly sensitive and confidential information. This position will manage the faculty affairs databases, must know the data, create reports, and provide analytics to senior leadership. This position is a key member of the faculty career development team with the internal dCAPT. ESSENTIAL FUNCTIONS Responsible for all aspects of salary fiscal management as it applies to $6.1 mil lion operational funds or otherwise with direct interaction and oversight of the Administrative Director, including prospective analysis of funding sources. Ensure monthly financial reports for individual faculty with over $17.5 million research grants and/or programs (including 4 service cores and 3 robust educational programs) are accurate and distributed to the faculty and work with grants managers to align the overarching management guidelines set by the administrative director. Provide leadership, advice and guidance regarding financial and administrative policies and procedures. Responsible for effort certification and working with the central compliance office to address any and all variances in effort reporting in direct compliance with federal regulation . (20%) Operate the recruitment process of qualified faculty, including search committee orientation and representing the department at meetings with the committee on appointments, promotions, and tenure at the department level (dCAPT). Manage career development for all 45 primary department faculty by working with the current senior faculty and junior faculty to align them with development and growth within the department. Meet regularly with the department chair of the dCAPT to discuss ongoing matters related to faculty success. Coordinate faculty requests for professional development. Oversee and issue faculty appointment requests and appointment letters for approval by the School of Medicine and the Provost (tenure-track, visitors, adjuncts, and courtesy appointments), maintaining compliance with approved University policies and procedures. Manage processes for hiring (justification), maintaining records for adjunct faculty. Administer inquiries regarding faculty employment, faculty contracts, tenure dates, third year review dates, faculty leaves, retirement, sabbaticals taken, sabbatical eligibility, terminations, and departure procedures. Coordinate, manage, and develop timelines for various faculty processes, including, but not limited to the annual faculty assessment process, tenure, and promotion process, third year review process, sabbatical process and faculty, staff, and student awards. (10%) Serve as a subject matter expert, resource, advocate, and functional leader for the Department of Population and Qualitative Health Sciences and the Cleveland Institute for Computational Biology to promote a strong value-driven culture, successful employee collaboration, compliant policy management, and overall positive staff and faculty satisfaction. Serve as the primary contact for the school Offices of Faculty Affairs and Human Resources, the central department of Human Resources and other school and university administrative offices. Provide all HR and faculty affairs communications during faculty meetings. Meet regularly with the team and collect feedback as to team initiatives (group thinks, lunches, team meetings, etc.). (10%) Manage and oversee the human resources activity for the Department of Population and Qualitative Health Sciences and the Cleveland Institute for Computational Biology which employ approximately 95 staff in total. Serve as the point of contact for all HR related issues for faculty and staff in the department. Provide feedback, guidance and coaching to both faculty and staff in the department on issues relating to performance, supervision, retention, training, employee relations and more. (10%) Provide guidance and coaching in talent acquisition, career development, succession planning, retention, training and development and more under the general guidance of the administrative director of operations and medical school director of HR. Provide oversight and guidance in recruitment efforts for staff. Participate in recruitment efforts for faculty positions. Consult with supervisors to conduct needs assessments and gap analyses to assess functional needs and develop job descriptions and staffing models accordingly. Work closely with staff as requested to discuss and identify professional development paths and opportunities (10%) Independently provide guidance and coaching to supervisors on employee relations, performance, and supervisory issues and more under the general guidance of the administrative director of operations and school director of HR. Oversee personnel action requests including performance/merit evaluations, compensation requests, performance corrective actions, and terminations under the direction of school HR. Oversee annual performance review process for staff. Ensure job descriptions are reviewed annually as part of this process. Provide guidance and recommendations to supervisors throughout the performance evaluation process to promote timely and meaningful goal setting, performance assessment, productive dialogue, and development planning for staff. Monitor merit recommendations and evaluate requests beyond annual compensation guidelines. Forward exception requests to SOM HR as needed. (10%) Facilitate immigrant/permanent resident status for faculty and staff. Liaise with medical school HR to manage employee relations matters within the department; Serve as a confidential (as applicable) resource and advisor to employees to assist with navigating professional issues and provide direction to appropriate university resources as needed. Work with employees and supervisors as requested to help resolve conflicts, escalating, as necessary to the school's HR. Guide supervisors through the positive corrective action process, grievance process and termination activities under the direction of the medical school HR. (10%) NONESSENTIAL FUNCTIONS Manage student employment processes for all faculty and staff supervisors in the department. Advise and distribute required forms to students and supervisors. Review, route and submit completed forms for approval to the student employment office. Instruct students to complete new hire packets. Dispatch monthly reminders on timesheet management and approval for monthly payroll deadlines. (5%) Plan and manage special projects based on identified needs by chair and director within the department including, but not limited to, negotiation and processing of major equipment purchases and installation. (2%) Perform other duties as assigned. ( CONTACTS Department: Daily contact with faculty and staff. Daily to weekly contact with chair and/or vice chairs of education and research. University: Daily contact with the School of Medicine office of Faculty Affairs, Human Resources and collaborating department administrative staff. Frequent contact with Immigration, central Human Resources, the Student Employment office and other departmental administrators. External: Contact with external faculty for new faculty hires and promotions to retrieve letters of recommendation. Contact with candidates for staff and faculty positions to screen and schedule interviews. Students: Daily contact with graduate students needing assistance with employment or tuition payment issues. Regular contact with student employees. SUPERVISORY RESPONSIBILITY Direct supervision of department assistant. QUALIFICATIONS Experience: Minimum of 5 years of progressive professional experience required, with at least 1 year of experience in a complex organization such as an academic medical center, research institution, academic professional school and/or environment. Familiarity with data management programs and ability to lean and manage new programs quickly Ability to actively learn- understanding the implications of new information for both current and future problem-solving and decision-making Knowledge of financial statements Must demonstrate flexibility and ability to work under pressure; must be able and willing to work in a fast-paced, changing environment, and conform to shifting priorities, demands, policies and timelines Understanding of sponsored research grants and clinical trial grants administration required. Demonstrated history of successful support, education, and advocacy for all students, aligned with the values, mission, and messaging of the university, while adhering to the staff policy on conflict of commitment and interest. WORKING CONDITIONS Typical office environment. The employee will use computer mouse and keyboard to type. No exposure to chemicals. Hybrid Eligibility This position is eligible for hybrid work arrangement up to two remote days per week at the discretion of the department. New employees may begin a hybrid schedule upon approval from the supervisor, successful completion of an orientation period and signing the remote work checklist certification form.
