Summary This position is within the Bonneville Power Administration's Power Services > Bulk Marketing > Market Analysis, Pricing and Policy team. Ready to lead? As the Manager of Market Analysis and Policy, you will guide an expert team shaping the future of Northwest energy markets. You will direct strategic analysis and policy development, driving BPA's commercial success and representing the agency before industry leaders and federal, state, and local authorities. The Bonneville Power Administration (BPA) is seeking a visionary Manager for our Market Analysis, Pricing, and Policy team. This is a unique opportunity to influence the region's energy landscape, drive innovation, and ensure BPA's success in a rapidly evolving industry. You won't just be managing a team; you will be shaping the strategies that provide clean, reliable, and affordable power to millions. As the Manager of Market Analysis and Policy, you will: Drive Strategic Impact: Develop and execute high-impact commercial strategies and policies that are critical to BPA's long-term business objectives. Lead and Inspire: Guide a team of expert analysts and policy specialists, setting the vision for long-range work plans and ensuring the successful delivery of your team's vital programs. Represent at the Highest Levels: Act as a key representative for BPA, negotiating and collaborating with executives at other federal agencies, state and local governments, and leaders in the private utility sector. Formulate Key Policy: Shape the strategic planning process by formulating and deciding on key policies that guide BPA's direction and support its mission across the Pacific Northwest. Serve as a Leading Advocate: Champion BPA's perspective on critical market issues, including power pricing, resource sufficiency, transmission models, and the implementation of regional energy markets. Champion Innovation and Efficiency: Drive continuous improvement by leveraging new technologies and making strategic decisions to optimize your team's performance and enhance program effectiveness. Oversee Broad Program Impact: Assess the wide-ranging effects of market analysis programs across BPA and the energy sector, coordinating with internal and external partners to ensure cohesive and successful initiatives. Set Operational Direction: Establish the operational and policy guidelines for your organization, determining the program priorities that align with BPA's overarching market strategies. First time supervisors will be required to serve a 1 year probationary period. This position has been designated as requiring a PUBLIC TRUST background. A preliminary background check must be completed before a new employee can begin work. Current Federal employees or other individuals with an existing completed background investigation may not be required to undergo another background check. Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-14) in the Federal service. Specialized experience for this position is defined as experience 1) performing complex economic and policy analysis for wholesale energy markets, including product pricing, transaction strategy, and revenue forecasting; and 2) leading major projects or initiatives to develop and implement energy market strategies and policies. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration.
