INVESTIGATOR III CLASSIFICATION TITLE: Investigator III PURPOSE OF CLASSIFICATION Investigates and performs paralegal duties in the preparation of criminal cases for indictment and prosecution of felony and serious misdemeanor offenses assigned to the District Attorney's Office. Prepares cases for trial presentation either independently or in conjunction with an Assistant District Attorney. Coordinates departmental training by planning, preparing, organizing, teaching, and supervising the training of staff. ESSENTIAL FUNCTIONS The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned. Supervises, directs, and evaluates assigned staff; addresses employee concerns and problems; counsels, disciplines, and completes employee performance appraisals; assists in planning division goals and objectives Organizes, plans, and conducts major case investigations; reviews case files; locates, contacts, and interviews witnesses and/or victims of crimes; prepares and approves affidavits for subpoenas; prepares and assists in search warrant affidavits; executes search warrants; writes case summary sheets; prepares witness lists; prepares indictment or accusation forms; prepares other case proceedings such as dead dockets, transfers, and dismissals; writes investigative reports; takes photographs; prepares photographic line-ups. Prepares cases going to trial; makes travel arrangements for witnesses or victims to and from the trial; determines if there is physical and/or photographic evidence in the case; obtains and prepares evidence for presentation at trial; obtains and sets up specialized equipment for courtroom presentations; testifies in court as needed. Reviews law enforcement officers' investigative reports; reviews victim and witness statements; participates in preliminary negotiations with defendants and defense attorneys. Conducts special and internal investigations at the direction of the District Attorney and Chief Investigator; conducts, participates, and advises in wire taps, secretive and sensitive investigations, and undercover and narcotics operations. Assists the Assistant District Attorney in the presentation of major criminal cases, including the selection of a jury, the presentation of the case during trial, and trial strategy. Assists and trains other investigators in office procedures and law enforcement certification training in and out of the office or courtroom; prepares annual training calendar and schedules training; prepares lesson plans; teaches basic mandate and advance training courses; purchases supplies and equipment for training; maintains training records and ensures standards are met; conducts daily exercise program; reviews and approves training requests; evaluates students' performance in classroom and non-classroom settings; supervises training personnel. Maintains organization and security of evidence room; marks evidence as exhibits in a trial. Researches legal questions for investigators and detectives upon request. Attends and directs meetings and training sessions. Ensures preventive maintenance schedules are met on assigned County vehicle, handgun, and other miscellaneous equipment. Writes office policies and procedures at the direction of the Chief Investigator. Talks to teachers and students in public schools about law enforcement matters. Responds to police calls in order to assist other law enforcement in high priority emergency or dangerous calls for service. ADDITIONAL FUNCTIONS Performs general office administrative duties, including entering and retrieving information from computer; obtaining certified copies of criminal convictions on defendants or witnesses in a trial, preparing mailings, faxing and copying documents, copying audio and video tapes, and filing. Supervises college interns and departmental volunteers. May supervise assigned unit in the absence of the D.A. Unit Supervisor. Transports documents, currency, vehicles for repair, mail, and witnesses as requested. Performs special duty assignments as approved by the Chief Investigator. Performs other related duties as required. MINIMUM QUALIFICATIONS Associate's Degree with coursework in criminal justice or law enforcement; or minimum of 500 hours of advanced P.O.S.T. (Peace Officer Standards & Training) certified training; Investigator II in the District Attorney's Office, or any other prosecutor's office, for a minimum of two (2) years; successful completion of P.O.S.T. supervisor or management training or equivalent training as approved by the Chief Investigator; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must have two (2) consecutive years of above average performance evaluations. Must possess and maintain valid certification as a P.O.S.T. Police Officer, a Peace Officer, in ASP (Armament System & Procedures) Tactical Baton, chemical sprays, and firearms qualifications. Must possess and maintain a valid Georgia driver's license. ADA COMPLIANCE Physical Ability: Tasks require the ability to exert heavy physical effort in heavy work, with greater emphasis on climbing and balancing, but typically also involving some combination of stooping, kneeling, crouching and crawling, and the lifting, carrying, pushing and/or pulling of moderately heavy objects and materials (20-50 pounds); may occasionally involve heavier objects and materials (up to 100 pounds). Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, odor, depth, texture, and visual cues or signals. Some tasks require the ability to communicate orally. Environmental Factors: Performance of essential functions may require exposure to adverse environmental conditions, such as traffic hazards, noise extremes, toxic agents, violence, disease, or pathogenic substances.
