Job Type Full-timeDescriptionThe Director of Bus System Safety is responsible for leading and managing the safety program for TMOC's fixed-route bus operations, including bus operators, maintenance activities, stations and bus-related facilities. This role establishes and oversees safety policies, investigations, compliance programs, training oversight, and corrective action processes to ensure safe service delivery for employees and the riding public. The Director has authority to conduct and oversee safety investigations, recommend disciplinary action when warranted, and implement corrective measures. This position ensures alignment with federal, state, and contractual safety requirements and serves as the executive leader for bus system safety performance, risk mitigation, and safety culture development.The following duties are standard for this position. Safety Program LeadershipDevelop and oversee TMOC's bus system safety programEstablish safety policies, procedures, and performance expectationsPromote a culture of safety across operations and maintenanceProvide executive-level leadership on safety strategy and initiativesEnsure alignment of safety practices with contractual and regulatory requirementsAccident and Incident OversightOversee investigations of bus collisions, employee injuries, and safety incidentsReview findings and determine root causesApprove corrective action recommendationsRecommend disciplinary action based on investigative findingsEnsure timely documentation and reporting of safety eventsRegulatory Compliance and ReportingEnsure compliance with applicable federal, state, and local safety regulationsOversee required reporting to regulatory bodies and contracting agenciesMaintain safety records and documentationSupport audits and compliance reviewsMonitor safety performance metrics and trendsOperator and Maintenance Safety OversightOversee ride checks and safety evaluations of bus operatorsEnsure compliance with CDL and operational safety standardsOversee safety training and retraining initiativesMonitor safe maintenance practices within bus garagesAddress recurring operational safety risksCorrective Action and Risk MitigationDevelop corrective action plans in response to safety trendsMonitor implementation of corrective measuresIdentify systemic safety risks and mitigation strategiesReview performance indicators related to preventable accidentsCollaborate with Operations leadership to reduce risk exposureCross-Functional CoordinationCoordinate with Operations, Maintenance, Dispatch, and HR on safety mattersParticipate in labor discussions involving safety-related disciplineRepresent TMOC in safety-related meetings with CATSServe as a safety liaison during emergency response situationsProvide executive briefings on safety performanceEmergency Response and PreparednessSupport emergency response planning and coordinationParticipate in major incident command supportEnsure safety staff readiness for incident responseReview after-action reports and implement improvements RequirementsSafety LeadershipAbility to lead a comprehensive bus safety program in a high-risk operational environment.Investigative OversightAbility to evaluate incident investigations and determine appropriate corrective action.Regulatory ComplianceAbility to ensure adherence to safety regulations and contractual obligations.Risk ManagementAbility to identify and mitigate operational safety risks.Operational CollaborationAbility to coordinate safety initiatives with operations and maintenance leadership. Minimum Qualifications Bachelor's degree in safety management, transportation, public administration, or a related field and seven (7) years of progressively responsible experience in transit or commercial vehicle safety, including supervisory experience, or an equivalent combination of education and experiencePreferred Qualifications Experience in fixed-route bus safety leadershipExperience conducting accident investigationsKnowledge of transit labor environmentsCertification in safety management or accident investigationExperience in a contract-operated transit environmentKnowledge of:Fixed-route bus operations and safety practicesAccident investigation methodologiesCDL and commercial vehicle safety regulationsWorkplace safety standards and injury prevention practicesTransit safety reporting requirementsCollective bargaining agreement provisions related to disciplineSkill in:Conducting and overseeing safety investigationsAnalyzing accident trends and performance dataDeveloping corrective action plansRecommending disciplinary actions based on findingsLeading safety training initiativesCommunicating safety expectations clearlyCoordinating cross-functional safety initiativesExercising independent judgment in high-risk situationsPreparing safety reports and executive briefingsManaging safety staffWork performed in office and field environmentsFrequent visits to bus facilities and operational sitesMay require on-scene response to accidentsExposure to outdoor weather conditions during field investigationsRequires extended periods of standing, walking, and report preparationMay require work outside normal business hours in response to incidentsReasonable accommodations may be made to enable individuals with disabilities to perform essential functions
