This project is for CVIOG ITOS only for GIS Development. This scope of work covers the creation of a spatial dataset representing the Right of Way (ROW) or GDOT owned facilities.Objectives The purpose of this project is to produce an Esri ArcGIS spatial data layer and web services that represent the Estimated ROW owned by GDOT along state routes and GDOT owned rail lines. GDOT will start developing and maintaining actual ROW data within the Esri Parcel Framework. Work Plan The CVIOG statewide parcel data set will be used to create Estimated Right of Way (ROW) and boundaries of all GDOT landholdings. GDOT owns land along state routes, rail lines, environmental mitigation sites, and port/waterways. Any utility easements as noted in local government parcel data will also be provided. The resulting layers will be edge matched at county boundaries in order to create a seamless statewide ROW polygon layer. The CVIOG will provide access to the Estimated Right of Way (ROW) boundaries data as a web service and as a quarterly scheduled data delivery to GDOT. The CVIOG will provide access to the GDOT facility and property location data within the State Property Authority data as a web service and as a quarterly scheduled data delivery to GDOT. CVIOG will work with GDOT to develop a long-term Data Maintenance Plan for keeping the ROW data up to date based on parcel updates from county tax assessor offices and incorporating GDOT updates of parcels into the statewide parcel data set. GDOT intends to create new parcel data and submit data to CVIOG quarterly for incorporation into the statewide parcel layer for GDOT and public use across the State of Georgia. The Data Maintenance Plan will document the data flows, workflows, and business processes required to support ongoing data maintenance. The Data Maintenance Plan will be documented as a deliverable and submitted for approval to GDOT. CVIOG will make updates to the plan as requested by GDOT to reflect any changes or lessons learned through the development process. CVIOG will make revisions to the plan as requested by GDOT until a final version is approved by GDOT for acceptance. GDOT expects no more than 3 iterations for document reviews/acceptance. The Data Maintenance Plan will be implemented through a separate agreement/procurement. CVIOG will host the data as ArcGIS web services as ArcGIS Server, KML/KMZ, and WMS. CIVOG will provide GDOT with access to the web services for GDOT to consume in ArcGIS Desktop and GDOT web applications. Quarterly data deliveries will be in the ArcGIS version and projection GDOT supports. CVIOG will provide project management, project schedule, monthly status reports, and meeting minutes. CVIOG staff will travel to GDOT sites as requested for up to 12 days. Assumptions In order to complete the entire statewide layer, parcel data for all 159 counties will need to be collected. While efforts will continue to secure this data, some of the remaining counties may insist on a large fee for their parcel data. If the parcel data cannot be acquired, CVIOG will work with GDOT to determine an acceptable method to complete the state ROW layer. Of which, GDOT may choose purchasing the data as an acceptable method at additional cost to GDOT.
