POSITION: Executive Director of Human Resources REPORTS TO: Superintendent TERMS OF EMPLOYMENT: 12 months of employment JOB DESCRIPTION: The Executive Director of Human Resources provides executive level leadership and direction for the district's Human Resource Department. This role oversees all personnel functions, including recruitment, staffing, licensure, evaluation, organizational development, employee relations, compensation, compliance, and Human Resources operations. The Executive Director of Human Resources serves as a strategic advisor to the Superintendent and district leadership, ensuring the development and implementation of equitable, efficient, and legally compliant human capital systems that support district goals. QUALIFICATIONS: Superintendent will consider multiple factors including a combination of degrees, experience, skills and the interview process in determining whether a candidate is qualified to serve in this vital role with Richmond County Schools. DUTIES: Plans, develops, coordinates, and evaluates all operations of the Human Resource Department. Establishes departmental goals, objectives, and performance standards aligned with district priorities. Manages the Human Resources departmental budget to ensure responsible and strategic resource allocation. Represents the department in district meetings, community settings, and Board of Education presentations. Oversees the Central Office Human Resources operations and district office reception area. Assumes a key leadership role on senior staff, contributing to long range strategic planning, districtwide budgeting, and policy development. Plans, directs, supervises, and evaluates all district recruitment activities, including posting vacancies, screening applications, interviewing, and determining applicant qualifications. Oversees background checks, reference verifications, and collaboration with district law enforcement on criminal background reviews. Supervises the approval and placement processes for substitutes and support staff. Coordinates employee recruitment, retention initiatives, and proactive talent acquisition strategies for certified and classified roles. Maintains up to date applicant databases and oversees the implementation of efficient hiring workflows. Oversees licensure processes for certified staff and ensures compliance with North Carolina credentialing requirements. Manages leave, disability, and Workers' Compensation. Leads the development, implementation, and continuous improvement of employee evaluation systems across all employee groups. Monitors and maintains performance evaluation records, calendars, and compliance expectations. Directs training and support for administrators on evaluation processes, performance improvement planning, and documentation. Supervises the Beginning Teacher Program, mentoring assignments, and professional support systems. Oversees training needs assessments and develops districtwide professional development programs for Human Resources related competencies. Provides confidential consultation to the superintendent, directors, principals, and district leaders on personnel matters, performance concerns, and organizational design. Investigates employee complaints, grievances, and sensitive personnel issues; provides recommendations and resolutions. Leads processes related to performance improvement plans, corrective action, and disciplinary matters in collaboration with the superintendent, principals and legal counsel. Develops and implements strategies to strengthen employee-leader communication, enhance job satisfaction, and improve organizational effectiveness. Serves as an internal consultant on organizational culture, service standards, productivity expectations, and change management initiatives. Manages and promotes the Employee Assistance Program (EAP). Ensures all personnel operations comply with federal, state, and local laws, including Title VI, Title VII, Title IX, ADA, FMLA, and EEO requirements. Administers Equal Employment Opportunity programs and leads minority, female, and disability recruitment initiatives. Ensures confidentiality and proper handling of personnel records, public records requests, and personnel file reviews. Coordinates management of unemployment claims and hearings. Oversees development and implementation of Human Resources information systems (e.g., LINQ) to streamline operations. Supervises coordination of Human Resources data with the Finance Department. Oversees ADM related personnel for data reporting and compliance requirements. Directs development of efficient Human Resources processes that reduce redundancy and enhance districtwide consistency. Ensures accurate maintenance of personnel records, evaluation documents, licensure files, and employee databases. Provides oversight for placement and supervision of student teachers, administrative interns, and other university affiliated interns. Collaborates with higher education partners to ensure strong educator pipeline development. Oversees districtwide employee recognition programs, including Teacher of the Year, Principal of the Year, Support Staff of the Year, and retiree recognitions. Prepares and delivers presentations on Human Resources topics to the Board of Education, staff, families, and community groups. Facilitates meetings, workshops, and interagency collaborations related to Human Resources, compliance, and organizational improvement. Performs other related tasks and special projects assigned by the Superintendent.
