One of our clients in Lakewood, Colorado needs a Data Governance Analyst for a Full-time Position. Position: Data Governance Analyst Location: Lakewood, Colorado Position Type: Proposal Pay Range: $80/hr.-$100/hr. on W2 with no health insurance Overview: The National Park Service's National Information Services Center (NISC) in Colorado manages geospatial and data services across the agency. It supports systems like ArcGIS, SQL Server, and cloud platforms such as Azure. NISC also leads data governance efforts and provides tools for both internal and public-facing applications. The contractor will support data management tasks, including database administration, GIS support, data integration, reporting, and working directly with stakeholders, using modern technologies in a hybrid Agile environment. Skills The Data Governance Analyst will have a strong understanding of databases and data structures, strong analytical and time management skills, and excellent written and verbal communication. Special emphasis should be placed on understanding modern data architectures that support enterprise-wide data integration and cataloging. Intermediate facilitation skills are required, as well as the ability to drive issues to closure. Ability to deliver a high level of customer service, attention to detail, and ability to break down and organize complex concepts into simplified concepts, terminology, definitions, and recommendations are essential skills for the contractor to provide. Federal staff currently lead data governance efforts, and we are looking for support in the development of artifacts and processes, and guidance in best practices. The Data Governance Analyst must demonstrate the ability to partner well within a collaborative, national, matrixed team environment and engage multiple audiences that vary in business or technical focus. They must also have the ability to articulate complex topics clearly and interact with non-technical business users on their data needs. In addition, this work will require proficiency and comfort in facilitating workshops and other meetings and driving information discovery among multiple participants. Responsibilities The contractor will provide senior level Data Governance Analyst services (Key Personnel) to assist the NPS data governance team in the formation and execution of data governance framework, policy, standards and to assist in the development and implementation of an enterprise data governance and data management program. NPS has a decentralized organizational structure, and parks, regions, and programs differ in their data management maturity. Data governance analysis, management, and coordination services are needed to analyze and oversee strategies designed to enhance and support data reliability, minimize redundancies, data asset management, and open data release across the organization. These services are also important to assist with development and management of the program and to move our Data Governance Steering Committee (DGSC) forward in supporting its activities. Specific tasks may include: Create and maintain common data dictionaries and the data inventory tools or methods that support data asset documentation for NPS. Support the development and implementation of data or metadata standards and other policies to ensure data inventory metadata is captured correctly. Assist with data monitoring and provide organizational management with guidance on streamlining data management. Provide thought leadership and participate with projects that involve any of the upstream or downstream data flows and processes. Assist federal staff in building out a data governance program and serve as the primary data governance support office team member and support the NPS Data Governance Steering Committee chartered under the Information Management Council. Assist with NPS Data Strategy development and implementation. Assist with NPS Public Access Plan and related implementation activities. Work with other information technology or program personnel to develop data quality standards. Create key performance indicators and supply colleagues and organizational management with performance results. Ensure controls are in place over applications and workflows to ensure the data integrity by performing data integrity and gap analysis. Coordinate the resolution of data integrity gaps by working with the business owners and Information Technology staff. Write detailed, formal documents, such as meeting minutes for cross functional committees or internal operating procedures. Contribute to and oversee development of policies and documents on topics such as a data strategy, data stewardship, data governance, and data management maturity. Support communication activities and reporting such as annual workplan, accomplishments, and content development for NPS Data Management website; and Identify and help prioritize governance work tasks, including identifying and proposing new work and procedures Experience The Data Governance Analyst must have 5 years' direct experience working with enterprise data governance teams and developing processes and procedures.
