COUNTY OF BUCKSJOB TITLE:Fire Safety SpecialistJOB CODE:0503DEPARTMENT:Fire MarshalUNION: 00FLSA STATUS:Non-ExemptGRADE:POSITION SUMMARY: The Fire Safety Specialists is responsible for identifying and eliminating potential fire hazards, implementing fire safety protocols, and educating the public on fire prevention measures to ensure the safety of individuals and property.Essential Personnel Position. Essential employees are obligated to report to work during disasters or inclement weather as scheduled and remain at work during emergencies outside of traditional work hours. On occasion will be required to work non-traditional schedules, including holidays, evenings and/or weekends as needed. A successful candidate for this position must live within 10 miles of the county boarder and meed 1.5 hour on scene time anywhere in the county for responses. ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:Develop comprehensive fire safety programs and presentations tailored to County facilities and agencies, ensuring compliance with fire code standards. Coordinate and schedule fire safety events and fire drills at county facilities. Identify areas for improvement and implement necessary changes to enhance fire prevention measures and evacuation route identifications and planning. Inspect county-owned and operated properties for compliance with applicable fire and/or building codes; prepare reports of inspection results and submit the reports to the necessary stakeholders.Ensures that fire inspection equipment is properly maintained. Ensures that vehicle maintenance is current in accordance with maintenance cycles through General Services.Inspect Bucks County-owned fire extinguishers for compliance with nationally recognized inspection practices.Assists with fire scene investigations as required.Maintains confidentiality of all information received within the Fire Marshal's Department and maintains security of confidential files within department.As assigned, reviews submitted architectural plans involving alterations or new construction of County-owned/operated buildings ensuring compliance with adopted fire and/or building codes and coordinates with local AHJ.Assists local fire officials in the creation and maintenance of programs designed to encourage fire prevention in schools, homes, and places of work throughout Bucks County.Maintains a high level of awareness of regulations, resolutions, and laws relative to fire and life safety enacted by various legislative bodies. Support Emergency Management and special operations when requested. Complies with lawful orders of the Fire Marshal or designee. Prepares annual review schedules for equipment and supplies. Assists Fire Marshal in compliation of annual report of activities. Assists in preparation of the annual operating budget. Other duties that may be assigned.QUALIFICATIONS REQUIRED:To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill and/or ability required. (Associate degree in fire/emergency management preferred.)Minimum of five years' service as an active fire/life safety inspector responsible for fire & safety inspections.Minium 2 years' experience teaching fire prevention safety to a variety of audiences in a way that compels learning using various array of media. Familiar with computer systems and possess extensive knowledge of Microsoft Office Suite.Must have and maintain a valid driver's license and have reliable transportationAbility to obtain Act 153 Clearance. Pennsylvania State Police Criminal History, Pennsylvania Child Abuse History Clearance, Federal Bureau of Investigations (FBI) Criminal History Clearance. Completion of the following Nationally Recognized certifications prior to application:Progressive leadership training (Ex. Fire Officer I/II(NFPA 1021) or Lean Six Sigma) *Instructor I w/ educational Methodology (NFPA 1041) *Fire Inspector I, Fire Inspector II preferred (NFPA 1031)*Basic first aid and CPR (PA or National Registry EMT preferred)Participated in Emergency Vehicle Operators Course within the past year.ICS 100, 200,300, 400, 700 & 800 Completion of the following Nationally Recognized certifications within one (1) year of hire:Plans Examinator II (NFPA 1031)Public Fire & Life Safety Educator II (NFPA 1035)Completion of the following Nationally Recognized certifications within three (3) years of hire: Fire Investigator Professional Certification (NFPA 1033)Special skills required: Proficient at public speaking and developing presentations. Establish and maintain working relationships with a broad spectrum of organizations representing fire, police, EMS, public officials, private investigators, and the public.Knowledge of applicable International Code Council (ICC) codes and standards; N.F.P.A.
