Pay Information $110,000 - $140,000, depending on experience Pay Schedule Annually FLSA Designation Non-Exempt Position Summary The Assistant Director of Facilities Management and Planning is an essential role to the Facilities Management and Planning Operations. This role provides overall managerial leadership, direction, planning and oversite of the maintenance and operations for the Operations and Utilities department on the UNO campus. This position represents the UNO campus as the lead engineer, providing engineering expertise pertaining to the designs of utility energy systems (HVAC, Central Plant, and Utilities) for new and remodeled building and utility construction projects. Provides project development and project management by designing projects, writing specifications, preparing construction documents and managing outside contractors pertaining to utility energy systems. The position serves on behalf of the Assistant Vice Chancellor of Facilities Management & Planning in his/her absence as required. Job Duties Responsibility Area: Engineering Management Duties: * Provides engineering designs and specifications as necessary for Utility Systems, Building HVAC systems, CUP Systems and other campus utility energy systems projects * Performs as an engineering resource representing UNO to architects, engineers, contractors and other outside agencies pertaining to UNO's building HVAC, CUP Systems and campus utility energy systems for new and remodel construction projects. * Provides technical assistance to other departments in matters involving HVAC, mechanical, electrical, plumbing and utility distribution systems. * Provides strategically engineered recommendations and planning for future developments of the campus utility distribution systems. * Coordinates/conduct activities with City, State and Federal officials on periodic basis to comply with code related issues including AHSRAE, OSHA, EPA Air Emissions' and Storm Water regulations and the building renewal task force as required. * Have a comprehensive understanding of applicable electrical, mechanical, plumbing, building and city codes. Percentage Of Time 30 Essential Function: Yes Responsibility Area: Project Management Duties: * Serves on administrative teams for new and remodel building capital projects planning, design and construction providing engineering leadership services. * Provides engineering services and recommendations of construction building HVAC, utility and energy system design for the NU FMP Department of Planning Design and Construction Services as necessary. * Meets with engineers, architects, contractors, City officials, utility representatives, code officials and vendors in the planning of capital construction projects. * Must be able to solicit project bid quotes, award bids for associated projects and prepared contracts following university standards. * Must be able to exhibit project/construction management procedures and process skills including the oversite of contractors for the completion of assigned projects. * Develops project budgets and plans/specifications for deferred maintenance, new and remodel/repair projects. * Coordinates project construction and utility projects with other campus departments as required. * Is experienced in working on building project teams designing and managing construction projects up to $10 million. * Develops contract service specifications, award bids and complete contracts for various contract services such as Elevator Service, Chemical Treatment and Painting Contractors. * Review and make recommendations on project shop drawings pertaining to UNO campus projects. Percentage Of Time 30 Essential Function: Yes Responsibility Area: Utility & Energy Systems Management Duties: * Comprehensive knowledge of physical plant infrastructure operations, budgeting and management to provide the most efficient use of limited resources * Comprehensive knowledge of city utility distribution systems including natural gas, electricity, water and sewer * Develop and prepare Boiler Application Permits * Prepares Annual Air Quality Emissions reports - have a comprehensive understanding emissions standards relating to this report * Possesses knowledge of utility economic impacts as it applies to a university campus * Responsible for the planning, operating and maintaining campus wide utility and energy distribution systems and infrastructure * Makes engineered operational decisions of the Central Utilities Plant equipment/systems including boilers, chillers, pumps, in a safe, effective and energy efficient manner * Provides optimum operational and maintenance oversite to campus facilities * Manages the Automated Building Systems that optimize campus energy systems operations * Develops, prepares and manages annual budgets for utilities, buildings and systems maintenance * Develops energy data bases and reports Percentage Of Time 20 Essential Function: Yes Responsibility Area: Employee Management Duties: * Advises/Assist the AVC- FMP in overall management of the department and act on behalf of the Director in his/her absence. * Provides managerial support of other Facilities departmental units as required such as Grounds, Custodial, and Business Office. * Provides direct managerial leadership of the Operations and Utilities staff including professional and technically trained skilled staff comprised of Managers, Supervisors, Facilities Operators, Central Utilities Plant operators, Building EMCS staff, Electricians, and Plumbers. * Provides technical expertise and training of personnel in new and more advanced means of performing operational and preventative maintenance using new technologies. * Conducts interviews for prospective employees and make recommendations for new hires. * Provides counseling, coaching, disciplinary actions and terminations of employees. * Prepares and conducts employee annual evaluations. * Provides safety training of staff for OSHA and other regulatory compliance programs. Percentage Of Time 10 Essential Function: Yes Required and Preferred Qualifications Required Education Associate of Science Degree Required Experience Minimum of Eight (8) years of project management and/or facility management experience of the following: * Able to provide history of facility operation directing the work force comprised of design professionals, craft trades, housekeeping, grounds, and energy plant. * Knowledge of HVAC and energy systems, construction, operation, including central utility plant systems, mechanical systems, EMCS systems, and financial budgeting and management * Managing a department with medium-pressure steam and centrifugal chiller plant operations and energy management system operations. * Employee supervisory experience.
