Preference will be given to candidates with demonstrated experience supporting public safety, law enforcement, or courts and justice agencies. Specialized work experience utilizing ITIL, Six Sigma, or SCRUM methodologies is preferred.Specific License or Certification Required: Must possess and maintain a valid Georgia driver's license. The position is responsible for ensuring daily operations and projects are carried out in a timely and efficient manner according to standards, policies, procedures and objectives. Under the administrative direction of the Deputy CIO, the Assistant CIO is responsible for planning, directing, managing, and overseeing assignment related support activities. The position frequently interacts with Department Heads and staff of other departments. Supervision is exercised over a number of managerial and professional personnel.Essential Functions: The following duties are normal for this position. Other duties may be required and assigned.Supervises, directs, and evaluates assigned staff: develops and oversees employee work schedules to ensure adequate coverage and control; compiles and reviews timesheets; approves/processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; directs work; acts as a liaison between employees and management; and trains staff in operations, policies, and procedures.Organizes, prioritizes, and assigns work; prioritizes and schedules work activities in order to meet objectives; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; provides progress and activity reports to management; and assists with the revision of procedure manuals as appropriate.Manages an assigned division within the Department, such as Administration, Public Safety and Justice Systems, GIS, and/or Application Support; develops, plans, and implements long and short term strategic plans, goals, and objectives for the County in assigned division; evaluates new project and initiatives for alignment with strategic plan; monitor industry trends by reading professional journals and attending professional conferences and seminars; develops division budget to ensure resources are available to support business plan.Manages an assigned division within the Department, such as Administration, Public Safety and Justice Systems, GIS, and/or Application Support Department, such as IT Administration, Courts and Justice Information Systems (CJIS), Department Relations, External Health and Human Services, Geographic Information Systems (GIS), Information Technology Management or Process Improvement, Law Enforcement & Emergency Services; develops, plans, and implements long and short term strategic plans, goals, and objectives for the County in assigned division; evaluates new project and initiatives for alignment with strategic plan; monitor industry trends by reading professional journals and attending professional conferences and seminars; develops division budget to ensure resources are available to support business plan.Manages projects in assigned division: establishes project priorities; develops plans for implementing changes to include lifecycle plans that identify the order, timing and priority of system changes; recommends methodologies, data sources, and software tools; recommends changes to current technology systems or applications in order to meet organizational needs; identifies new processes and alternatives to resolve problems or improve/enhance operations.Develops and implements standards, policies and procedures; maintains written standards for the management of assigned division; documents and reviews procedures for the maintenance of specific datasets; develops and documents policies regarding the sharing of departmental data; establishes and enforces best practices; consults with management in design of data management procedures.Manages the publication of online services and data through departmental applications; manages the design and content of internal and public websites; manages the publication of data available for public download.Maintains the awareness of the latest applications, technologies and assigns staff to evaluate their applicability to work performed by the division; oversees the testing of new technologies and software, and establishes their appropriate uses; builds and maintains relationships with vendor representatives to ensure the division is receiving the latest software and features it is entitled to; works with the IT Administrative Division to procure new software and services.Advises county departments on the potential application of technology to support business activities; works to build and maintain relationships with departmental professionals and users in other department through collaboration, in-house seminars, and the sharing of tools and ideas.Makes recommendations regarding departmental budget: monitors expenditures to ensure compliance with approved budget.Processes a variety of documentation associated with department/division operations, within designated timeframes and per established procedures: receives and reviews various documentation, including purchase orders, invoices, maps and diagrams, and requests for proposal; reviews, completes, processes, forwards or retains as appropriate; prepares or completes various forms, reports, correspondence, and other documentation, including employee performance appraisals, standards, policies and procedures and analytical reports; compiles data for further processing or for use in preparation of department reports; and maintains computerized and/or hardcopy records.Operates or uses various equipment and supplies in order to complete work assignments; operates a personal computer to enter, retrieve, review or modify data, utilizing word processing, spreadsheet, database, presentation, Internet, e-mail, or other software; and operates general office or other equipment as necessary to complete essential functions.Communicates with County officials and department heads, supervisor, other employees, third party service contractors, external agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.Additional Functions:Performs other related duties as required.Performance Aptitudes:Data Utilization: Requires the ability to coordinate, manage, and/or correlate data.
