This role ensures high-quality rehabilitative services, maintains a safe and home-like environment for residents, supervises program staff, and collaborates closely with the Mental Health Services Program Coordinator, community partners, and other OCO programs.Key Responsibilities:Oversee daily operations of the MHTL Supervised Residence and Crisis Respite Bed, ensuring quality services and a safe, supportive environment.Provide crisis intervention, conflict resolution, and rehabilitative services as a Qualified Mental Health Staff (QMHS).Supervise, develop, schedule, and evaluate MHTL Senior Advocates and Advocates; participate in hiring, orientation, discipline, and retention efforts.Ensure proper staffing coverage for a 24-hour residence and maintain efficient staffing patterns.Support residents with serious mental illness, substance use risks, medical concerns, and daily living needs while promoting recovery and stability.Oversee safety, cleanliness, facility maintenance, emergency preparedness, and fire-safety compliance.Manage and audit petty cash, grocery funds, client allowances, and fee-for-service payments according to agency policy.Coordinate intakes, admissions, transitions, and discharges; maintain a waiting list and recruit referrals.Ensure accurate, timely documentation, including billing notes, assessments, service plans, incident reports, and database entries (CAIRS, NIMRS, PrecisionCare, CAPTAIN).Supervise development and implementation of service plans, quarterly reviews, functional assessments, and Medicaid billing compliance.Oversee medication administration, documentation, controlled substance QA, and compliance with physician orders.Maintain strong communication with the Mental Health Services Coordinator and lead regular staff meetings.Participate in agency committees (Behavioral Health, Admissions/Discharges, Suicide Prevention) and attend required trainings and conferences.Share 24-hour on-call responsibilities with MHTL supervisory staff.Job Requirements:Knowledge of mental health needs, crisis intervention, recovery principles, and supportive housing programming.Ability to work with individuals with complex life challenges (SMI, co-occurring disorders, medical vulnerabilities).Strong leadership skills and the ability to guide, support, and evaluate staff.Warm, non-judgmental communication skills and the ability to model professionalism.Flexibility to cover occasional holidays, weekends, evenings, extended shifts, and shared on-call duties.Ability to follow complex directions, complete documentation, and communicate effectively.Physical ability to climb stairs, lift up to 25 lbs, and assist with resident mobility.Valid NYS driver's license, good driving record, and access to a reliable insured vehicle.Participation in required trainings and staff meetings.Minimum Qualifications:Bachelor's degree in Behavioral Sciences and 2-3 years of related experience (including at least one year in a supervisory role); ORAssociate degree in Human Services and 3-5 years of related experience, including supervisory experience; ORAny acceptable combination of education, experience, and training.Click here for more info about OCO's Services!Oswego County Opportunities, Inc. provides equal employment opportunities to all employees and applicants for employment and prohibits discrimination and harassment of any type without regard to race, creed, color, religion, age, sex, national origin, disability status, genetics, protected veteran status, marital status, sexual orientation, gender identity or expression, or any other characteristic protected by federal, state or local laws.
