Preston Street/nBaltimore, MD 21201/n Main Purpose of Job The Maryland Department of General Services (DGS) is looking to hire a talented and experienced leader to provide management and supervision for the staff who are responsible for maintenance/nengineering work as mandated in the Statewide maintenance and repair program for all DGS/nsupported agencies. This position is responsible for identifying maintenance deficiencies,/nprioritizing maintenance projects, managing critical maintenance, hazardous materials/nfacilities renewal, underground tank, using agency appropriations and emergency projects./nThis position serves as the Chief of Maintenance Engineering for the design, inspection and/nrepair of systems and utilities related to the maintenance of buildings and grounds. This position manages fund sources (underground tanks, hazardous material, capital and/noperating maintenance budgets). The position also manages personnel and financial resources,/nin addition to developing short- and long-range plans for the program operations./n/n POSITION DUTIES Key duties include:/n/n/n•Direct and oversee the Maintenance Engineering Division, assigning and managing project management, hazardous materials, assessment, and roofing activities to ensure timely completion./n/n/n•Develop, implement, and update policies, procedures, goals, and performance standards; determine organizational structure and staffing requirements./n/n/n•Plan, coordinate, supervise, and evaluate subordinate supervisors and program staff across project management, hazardous materials, roofing, and assessment functions, including inspections, project justification, A/E selection, procurement, contract award, and on-time, on-budget delivery./n/n/n•Testify at legislative and budget hearings in support of departmental programs and projects./n/n/n•Conduct performance evaluations, and approve leave requests and timesheets./n/n/n•Manage the hazardous materials, underground storage tanks, and capital and operating maintenance budgets./n/n/n•Coordinate with DGS leadership and partner agencies to align priorities, funding sources, and budget constraints, ensuring timely appropriation and expenditure of funds for State-owned facilities./n/n/n•Represent the Department with external agencies and stakeholders; ensure efficient and effective allocation of project funds./n/n/n•Oversee preparation of agenda items for Board of Public Works (BPW) and Department Procurement Review Board (DPRB) approvals./n/n/n•Prepare and submit capital and operating maintenance budgets to the Department of Budget and Management (DBM) for legislative review./n/n/n•Maintain project fact sheets and update the Capital Projects Database (AS/400) to ensure accurate reporting to legislators, agencies, and private partners./n/n/n•Provide project status and activity reports to executive leadership./n/n/n•Conduct site visits to evaluate existing conditions, project feasibility, and potential impacts./n/n/n•Participate in DBM hearings and legislative budget briefings, addressing cost, constructability, and project-specific inquiries./n/n/n•Draft correspondence on project matters for the Secretary and Assistant Secretaries' signature./n DESIRED OR PREFERRED QUALIFICATIONS Strong candidates will demonstrate three or more of the following:/n/n/n• Seven (7) years of professional experience, including experience supervising large teams./n/n/n•Experience with program management, preferably major construction programs./n/n/n•Experience serving as an Engineer or Project Manager in building construction, renovation, or maintenance./n/n/n•Experience performing maintenance or construction engineering work related to facility systems./n/n/n•Experience managing design and construction projects to include cost estimation, project cost analysis, preparing project specifications, and evaluating A/E schedules, estimates, and project scope./n/n/n•Experience administering or coordinating funding for capital and operating projects in Maryland./n/n/n•Bachelor's degree in Engineering or Architecture from an accredited college or university./n/n/n•Knowledge of Maryland State procurement processes./n/n/n•Understanding of government funding practices./n/n/n•Knowledge of contract and funding structures./n/n/n•Relevant U.S. Armed Forces military service in Civil Engineer Corps classifications or Construction Engineering Technician, Civil Engineering, or Combat Engineering specialties./n LIMITATIONS ON SELECTION This is a Management Service position which serves at the pleasure of the Appointing Authority ("at-will")./n SELECTION PROCESS It is important that you provide complete and accurate information on your application.
