Employees in this classification exercise independent judgement in ensuring regulatory compliance and best-value procurement practices. Position is responsible for managing formal solicitations, administering contracts, conducting procurement analysis, and providing technical guidance to Departments. Essential FunctionsThe following knowledge, skills, and abilities, as outlined herein, are intended to be representative of the type of tasks performed within this position. Other duties may be required and assigned.Performs all of the functions of a Purchasing Agent I, as well as:Leads formal competitive including Invitations to Bid (ITBs), Requests for Proposals (RFPs), Requests for Quotes (RFQs), and cooperative purchases.Drafts and develops detailed technical specifications in collaboration with user Departments.Conducts public bid openings and evaluates responsiveness and responsibility of bidders.Prepares agenda items and supporting documentation for City Commission approval.Administers contracts including renewals, amendments, performing monitoring, and compliance tracking.Oversees surplus property auctions and asset disposition.Manages purchase card program reconciliation and petty cash reimbursements.Analyzes procurement data and prepares financial and operational reports.Reviews and analyzes municipal vehicle and capital equipment acquisition recommendations.Negotiates pricing, terms, and service levels with vendors.Ensures compliance with federal, state, and local procurement procedures.Performs other duties as assigned.
