The HIPPY Home-based Educator (HBE) 2026-2027 Requirements and Job Description The implementation of the HIPPY model is centered on the recruitment, training, and professional development of parents ashome-based educators (HBEs) from the immediate community. These HBEs provide the family home instruction and are the key tothe direct success of our HIPPY Program.Requirements1. Be a well-functioning individual showing maturity and understanding of her/his community.2. Identify with the local population and be able to work comfortably with parents in their homes or other designated areas.3. Show potential leadership, with good oral expression, appropriate reading skills, and good writing ability.4. Have an understanding of computer skills, use virtual communication and online formats, and submit information byrequired deadlines.5. Current credential requirements are:a. Parapro Exam, andb. HS Diploma or GEDc. A staff member may be required to work under an approved Staff Qualifications Plan while obtaining one ofthe above listed. 6. Current professional development requirements are:COPA, and 15 hours of staff development in Early Childhood each year. *All Provided by WDMESC7. Must submit any/all documentation requested by ABC(Arkansas Better Chance), WDMESC, and(or) your local schooldistrict. This includes, but is not limited to: transcripts, diploma, Educator's License (if applicable), background checkregistration with the Maltreatment Center Registry(provided by district), valid driver's license, PDR Registration.8. Must attend any other training, workshop, or conference required by the local district, WDMESC, Arkansas HIPPY,Arkansas Better Chance, or HIPPY International.Job DescriptionA home-based educator meets with each parent in the home or as assigned by the coordinator. There will also be 6 group meetingsduring the year that together the home-based educators will plan for their families to attend. In addition the Home-based educator:1. Obtains all student documentation or pending documentation.2. Reviews the activity packets from the previous week & discusses any issues the parent may have encountered whileworking with the child for possible solutions and suggestions.3. Instructs the parent in the next week's material, provides the family with current program information and provides thefamily with enrichment activities for the child.4. Meets weekly with the coordinator to report on each family's progress, discuss and receive the next week's materials,submit all required paperwork, and update all required computer data.5. Keeps records of all home visits and group meetings and submits them to the coordinator, recruits and screens students,inputs computer information online (currently COPA), and submits all required information weekly to the fieldcoordinator.6. With supervision from the Field Coordinator, the HBE will evaluate the children twice yearly, and conduct a parent/teacherconference twice yearly.7. Communicates any concerns to the coordinator for further discussion/action.8. The HBE is a "paraprofessional" type position.
