Employment Benefits Comprehensive medical, mental, dental, vision, and additional coverage Sick & Vacation leave Work-Life Balance programs: parental leave, military leave, jury leave, funeral leave Paid State Holidays (designated by the Governor annually) Fitness Centers in select locations Employee discounts with the STAR Program Retirement and deferred compensation programs Visit the Employee Benefits page for more information… Position Summary & Responsibilities: Program Management and Program Operations: * Interpret federal guidelines, regulations, and policies that impact HMA and implements necessary changes into the Divisions management of the program. * Inform stakeholders, to include supervisor, KHMT, and local emergency management professionals, of potential program impacts due to changes in federal regulations or program policy. * Interface with FEMA to review federal policies that impact the HMA program. * Complete program reporting requirements to include internal status reports to supervisor, quarterly reporting, and project close-outs. * Perform project site visits and audit coordination to ensure proper program implementation. * Provide on-going support to the KHMT in effectuating disaster cost-reduction initiatives. * Identify and communicate priorities and projects to properly advance program efforts to supervisor. * Actively seek mitigation opportunities within Kansas and inform stakeholders of HMA program opportunities. * Assist with development and maintenance of FEMA approved Kansas Hazard Mitigation Plan and regional mitigation plans and perform necessary efforts to develop and maintain. * Perform mitigation planning, mitigation project operations, and project management duties for Hazard Mitigation Assistance (HMA) Program as assigned by supervisor. * Provide technical assistance to stakeholders in the development of various types of emergency management plans to primarily include, but not limited to, mitigation plans, delivery of HMA program education and project development/implementation Conduct emergency management planning activities as directed to support the strategic planning mission of the Division Fiscal Management: * Allocate budgeted monies and approve expenditure within the guidelines established by direct supervisor. * Complete on-time submissions, as directed, of HMA program grant applications to include reoccurring annual grant opportunities maximizing federal funding opportunities. Procedural Development and Technology Application: * Interface with Information Technology (IT) and/or Global Positioning Systems (GIS) staff to identify new technologies in the implementation of program mitigation and develop supporting use policy. * Use management systems and tools to determine, assign, and oversee the quality of projects and support delivered. Liaison: * Meet with County Commissioners, County Emergency Managers, State and Federal agencies and other local officials on issues related to programming mitigation. * Conduct meetings with program stakeholders to develop inclusive mitigation plans. Awareness and Training: * Develop and deliver on-going training focused both on awareness of program mitigation opportunities and technical project application development to program stakeholders that incorporates federal HMA program guidelines, regulations, and policies. State Emergency Operations Centers (SEOC) Duties: Under the Incident Command System (ICS) and in accordance with the National Incident Management System (NIMS) requirements: * Establish duplication services and respond to requests * Maintain files for official forms, reports, and legal documents * Ensure accuracy and completeness of records by contacting the appropriate ICS units * Provide incident documentation to appropriate requesters * Provide status reports to the Planning Section Chief * Maintain Unit/Activity log (ICS214). At the discretion of the supervisor, the SEOC duties may be shifted in part or whole to other tasks/responsibilities found herein. This is to ensure continuity of the Planning and Mitigation Branch's mission essential functions (MEF). Performs Other Duties as Assigned: To include but not limited to: * Review of Local Emergency Operations Plans as required by supervisor. Qualifications: * Education: HS Diploma-Degree emergency management, public administration, business administration or closely related field preferred. Licensing & Certification: * Valid driver's license * Obtaining Emergency Manager Certification with 24 months of hire Minimum Qualifications: * The position requires three years of experience in planning, implementation and monitoring activities relevant to emergency management and/or hazard mitigation programs. A degree in emergency management, public administration, business administration or closely related field may substitute for a maximum of 2 years of experience. Special Knowledge, skills, and abilities: * Knowledge of the organization and operations of the agency assigned programs and related programs. * Knowledge of federal and state laws pertaining to assigned programs and related programs. * Knowledge of the principles of organizational behavior, and management tools applicable to public administration. * Knowledge of total quality management methods of analyzing processes and directing continuous improvement. * Ability to identify and analyze problems and to select, implement and evaluate solutions. * Ability to establish and maintain satisfactory working relationships with administrative officials, other employees, community organizations and the public * Knowledge of emergency management programs, hazard mitigation and related funding resources.
