JOB SUMMARYThe Project Manager provides professional project management oversight for capital improvement projects from inception through completion. The position is responsible for planning, coordinating, and leading complex municipal projects; conducting research and analysis; and developing policy recommendations. The incumbent exercises independent judgment in managing all phases of assigned projects, including scope development, budget oversight, schedule management, interagency coordination, and stakeholder communication, while also taking the lead on special projects as directed by the City Engineer.ESSENTIAL JOB FUNCTIONSPlans, organizes, and coordinates projects, programs, and services involving diverse administrative operations; provides analytical management assistance and leads assigned special projects from initiation through completion.Administers and manages assigned projects, programs, and services by applying core project management principles, including scope development, scheduling, coordination, and follow-through; recommends and assists in implementing improved administrative methods, procedures, equipment, and facilities as appropriate.Conducts research and analysis on a variety of programs and issues; coordinates program information with departmental input; performs administrative and policy research; evaluates alternatives; and prepares briefings, reports, correspondence, and recommendations to support informed decision-making.Assists in determining costs related to departmental services or programs; conducts cost-benefit analyses; and coordinates with other organizations, municipalities, and agencies when collaboration is required.Prepares and supports grant applications, proposal development, and grant administration activities, including requests for proposals and related analyses, when funding opportunities are pursued.Confers with departments, officials, and consultants; supports stakeholder engagement efforts related to assigned projects and programs; delivers presentations on assigned initiatives as appropriate; and attends meetings related to project planning, sites, and implementation.Provides staff support and professional judgment to committees or other departments in connection with assigned projects and initiatives.Assists with budget preparation, budget administration, and other staff functions in support of departmental operations and project needs.Manages and supports elements of the development and plan review process, including assisting the City Engineer with the Land Disturbance Permit and Traffic Study Review processes; assisting the Senior Plans Reviewer with residential and commercial plan reviews; and assisting the Zoning Division with development plan reviews.Manages the plat review and approval process, including maintaining authorization to electronically file, record, and retrieve plats through the Georgia Clerks Authority, as required.Performs other related duties as required.MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTSBachelor's Degree in Civil Engineering, Construction Management, Public Administration, Business Administration, Architecture, Urban Planning, or closely related field with 2-4 years of work experience in project management, construction management, or capital improvement program administration, preferably in a municipal or public sector environment; OR an equivalent combination of education and experience that provides the required knowledge, skills, and abilities.CERTIFICATION, LICENSE, AND SPECIAL REQUIREMENTSRequires a Valid Georgia Driver's License.Project Management certification desired.KNOWLEDGE, SKILLS AND ABILITIESKnowledge of principles of surveying, roadway and drainage system design, construction cost estimating, and construction management.Knowledge of City zoning and development regulations, including zoning and annexation procedures.Knowledge of computers and job-related software applications.Demonstrated analytical skills, including the ability to evaluate data and develop practical recommendations.Skill in identifying problems and developing and implementing effective solutions.Skill in preparing clear, concise administrative reports and communicating effectively, both verbally and in writing.PHYSICAL DEMANDSThe work requires a combination of sitting, standing, and walking, with occasional lifting and carrying of materials weighing up to 40 pounds. Duties involve physical activities such as pulling, climbing, balancing, stooping, kneeling, crouching, reaching, and handling objects as necessary to perform job functions. The position also requires the ability to speak, hear, and see to effectively communicate, review documents, and monitor project activities.WORK ENVIRONMENTThe work is typically performed in an office environment with a moderate noise level and may include periodic site visits that require exposure to varying conditions associated with active projects.
