The Office of Rural Health and Primary Care (ORHPC) is looking to hire three detail-oriented Grants Specialists to assist in administering ORHPC's many grant programs. These Grants Specialists will focus on Rural Health Transformation Program grants. These Grants Specialists helps to ensure that agency, state and federal policies and standards are upheld; grant funds are properly expended; and grant administration in ORHPC operates effectively and efficiently. The Grants Specialists contribute to directing resources toward addressing the needs of rural and underserved urban areas and strengthening the health care delivery system in Minnesota. The work of these positions advances the MDH vision for health equity, where all communities are thriving, and all people have what they need to be healthy. Key responsibilities of the position include, but are not limited to: + Reviewing grantee financial and progress reports. + Working with grant managers to review and approve grantee invoices and conduct financial reconciliations. + Developing and analyzing financial reports for the supervisor and grant managers. + Facilitating the creation and execution of grant contracts, working with MDH legal and finance staff. + Maintaining the online grant management portal, Foundant, including creating online application, evaluation and reporting forms. + Working with grantees to provide technical assistance and resolve challenges. **In accordance with HR/LR Policy #1422 Telework, this position is eligible for up to 50% telework for applicants who live in Minnesota or in a bordering state within 50 miles of the assigned work location. Candidates residing outside of Minnesota or in a bordering state within 50 miles of the assigned work location at the time of application must be able to relocate to Minnesota within 30 days of their start date. The telework policy may exempt employees who live more than 50 miles from their primary work location from the 50% in-office requirement, depending on job requirements, helping the State of Minnesota access top talent across the state.** MDH relies heavily on grant funding, in addition to state appropriated dollars. As an agency, we continually monitor funding levels and navigate some degree of uncertainty related to grant cycles and the impact of the grant funding on program priorities. This position is currently funded and approved to be filled. While the position is funded at this time, future funding is dependent on the continuation of our funding sources. The Minnesota Department of Health works proactively to sustain programs and maintain our workforce, to avoid reductions in force to the very best of our ability. This experience must include skill with spreadsheet software such as Excel. A degree in public health, health sciences, business, accounting, or a closely related field may substitute for experience as follows: + Bachelor's degree = 12 months + Associate degree = 6 months **Qualifications to be assessed during the interview process:** + Excellent attention to detail. + Ability to successfully manage multiple projects and timelines. + Knowledge of accounting practices and principles. + Oral and written communication skills sufficient to present complex information in plain language to varied audiences. + Interpersonal skills sufficient to establish collaborative working relationships with colleagues and external partners with varied backgrounds and experiences. + Strong problem-solving skills and ability to adapt to changing circumstances. + Proficiency using spreadsheet software such as Excel. + Experience providing technical assistance to external partners. **Preferred Qualifications** + Bachelor's degree in public health, health sciences, business, accounting, or related field. + Experience reviewing grant or contract financial reports and progress reports. + Experience with Foundant or other grant management software. + Experience with public sector grants. + Knowledge of federal grant policies and procedures for the State of Minnesota. **Additional Requirements** This position requires successful completion of a background check and employment reference check.
