To lead the way in health care in South Los Angeles, as the premier provider and employer of choice offering comprehensive, high quality, affordable, efficient, and culturally responsive services.General Summary: Plan, organize and direct the Financial Department including the development, interpretation, coordination and administration of South-Central Family Health Centers (SCFHC) policies and procedures on finance, accounting, insurance, financial/accounting systems, internal controls and auditing. This position helps ensure that finance and operational systems are in place to support the development of all business activities to meet targeted operating margins. Develops and maintains the financial planning, budgeting, procurement, or investment activities of all or part of an organization accordance with state, federal, local and other funding sources rules and regulations utilizing generally accepted accounting principlesDevelops internal control policies, guidelines, and procedures for activities such as budget administration, cash and credit management, and accountingMaintains current knowledge of organizational policies and procedures, federal and state policies and directives, and current accounting standardsPrepares reports outlining SCFHC position in all areas of financial statements, business activity reports, financial position forecasts, annual budgets, or reports required by regulatory agenciesAnalyzes the financial details of past, present, and expected operations to identify development opportunities and areas where improvement is neededAdvises management on short-term and long-term financial objectives, policies, and actions Monitors financial activities and details, such as cash flow and reserve levels, to ensure that all legal and regulatory requirements are met.Evaluates needs for procurement of funds and investment of surpluses and make appropriate recommendationsSupervises all IT activities and IT personnel, including IT Consultants and VendorsCoordinates timely filing of federal, state, third party and other financial reports as required.Audits financial data for any system activity.
