Job Type Full-timeDescriptionThe New York City District Council of Carpenters Benefit Funds (NYCDCCBF) administers acomprehensive portfolio of benefit programs-including pension, health, annuity, and training-for thousands of union members and their families across the New York metropolitan area.The Funds are committed to delivering high-quality, efficient, and secure services to participantswhile maintaining strong fiduciary oversight and operational excellence. Technology plays acritical role in supporting these objectives-from member services and claims processing tofinancial systems, compliance, and reporting.Position OverviewThe Director of Human Resources will serve as the senior leader responsible for the strategicdirection, legal compliance, and operational excellence of all human resources functions for amultiemployer benefit funds organization serving union members and participating employers.The role requires deep knowledge of HR technical operations, employment law compliance,compensation strategy, and process improvement in complex regulatory environments. TheDirector of Human Resources will oversee all aspects of HR operations including talentmanagement, compensation analysis, compliance with federal and state employment laws, HRsystems, policy development, employee relations, and organizational development.Key ResponsibilitiesStrategic LeadershipDevelop and implement a comprehensive HR strategy aligned with organizational objectives and fiduciary responsibilities of the FundsServe as the principal advisor to executive leadership on workforce planning, organizational structure, and talent strategyPresent HR initiatives, workforce data, and strategic recommendations to senior leadership and the Board of Trustees when appropriateLead modernization initiatives to improve HR systems, processes, and data analyticsCompliance and Legal OversightEnsure compliance with all applicable federal, state, and local employment lawsWork closely with legal counsel on employment mattersOversee internal investigations, grievance procedures, and disciplinary actionsMaintain legally compliant employee policies, procedures, and handbooksCompensation and Salary AnalysisDesign and maintain equitable and competitive compensation structuresConduct periodic salary benchmarking against comparable organizations including benefit funds, nonprofit, and public sector entitiesProvide salary analysis and compensation recommendations to leadership and the Board of TrusteesAdminister performance evaluation and merit increase programsEvaluate internal pay equity and recommend corrective actions where appropriateProcess Improvement and HR OperationsLead HR operational process improvements to enhance efficiency, transparency, and data- driven decision-makingImplement modern HRIS systems and improve HR reporting capabilitiesStandardize HR procedures and documentation across departmentsDevelop key HR metrics and performance indicatorsTalent Management and Workforce DevelopmentOversee recruitment, onboarding, and retention strategiesDevelop employee training and professional development programsImplement succession planning initiatives for key organizational rolesFoster a professional and collaborative workplace cultureEmployee RelationsManage employee relations matters including conflict resolution and investigationsProvide guidance to managers on performance management and disciplinary proceduresPromote fair, consistent, and legally compliant personnel practicesRequirementsQualifications Bachelor's degree required in Human Resources, Business Administration, Public Administration, or related fieldMaster's degree preferred (HR Management, Labor Relations, MBA, or related discipline) ExperienceMinimum 5 years of progressive human resources experience, including senior leadership rolesDemonstrated expertise in: Employment law compliance HR process improvementcompensation analysis and salary benchmarkingorganizational policy developmentTechnical SkillsStrong knowledge of HRIS systems and HR analyticsAdvanced understanding of compensation design and benchmarking methodologiesAbility to develop policies consistent with regulatory requirements and fiduciary standardsProfessional CompetenciesStrategic thinking and organizational leadershipExcellent written and verbal communicationHigh degree of discretion and professional judgmentStrong analytical and problem-solving abilities Salary and Benefits:Salary Range: $175,000 - $200,000The final salary will be commensurate with experience, technical expertise, and leadership background.The rate of pay offered will be dependent upon candidates' relevant skills, education, andexperience. The NYCDCC Benefit Funds offer a competitive benefits package, including 100%Employer-Paid Health Benefits, Employer-Funded Annuity (Retirement Plan) - 10% ofcompensation, Paid Time Off and Professional Development Support, including CEBS andcontinuing education programs.Salary Description $175000-$200000
