The leader of Business Planning and Architecture provides strategic direction and technical leadership to connect enterprise business strategy with technology capabilities. Accountable for establishing and evolving the organization's approach to business planning, enterprise architecture vision, and business architecture services. Guarantees that investments remain aligned, scalable, secure, and efficient. This leader partners closely with Business, IT, and Transformation executives to enable continuous planning, guide enterprise-scale modernization initiatives, and ensure interoperability across platforms, data, and processes. The role balances long-term architectural vision with pragmatic execution to deliver measurable business value across the enterprise. Key Responsibilities Enterprise Business Planning * Lead enterprise business planning activities that translate strategic objectives into actionable capability roadmaps. * Establish and mature business planning frameworks, standards, and governance that support both annual and continuous planning cycles. * Facilitate cross-enterprise planning and prioritization with senior leadership to ensure alignment, viability, and transparency. * Enable long-term capability assessment and investment decision-making through structured road-mapping and planning practices. Business Architecture * Establish and lead the Business Architecture discipline, including standards, methods, and integration with enterprise architecture and planning. * Define business capabilities, value streams, and operating models to support strategic growth and transformation. * Partner with business leaders to ensure architectural insights inform planning, prioritization, and execution decisions. Enterprise Architecture * Define and execute the enterprise architecture vision, strategy, and operating model aligned to business and digital transformation goals. * Maintain current-state and target-state architectures, including transition roadmaps across applications, data, infrastructure, cloud, and security. * Guide major enterprise transformation initiatives such as platform modernization, cloud migration, digital enablement, and data modernization. * Embed security, privacy, and regulatory considerations into architecture by design. Technology Governance & Standards * Establish and enforce architecture standards, reference architectures, and design patterns. * Ensure consistent adoption of modern, interoperable, and secure technologies. * Partner with risk, compliance, and procurement teams to manage technical risk and assess emerging technologies. Leadership & Collaboration * Build and lead a high-performing team of enterprise architects, business architects, and planning services leaders. * Serve as a trusted advisor to senior executives, communicating architectural strategy and trade‑offs in clear business terms. * Foster strong collaboration across business, delivery, and operations teams to drive alignment and execution. Qualifications Education & Experience * Bachelor's degree in Computer Science, Engineering, Business or related field; or equivalent practical experience (two years' relevant work experience is equivalent to one-year college). * 10/+ years of enterprise business planning and/or architecture, to include depth of enterprise IT experience; experience should also span progressive leadership roles. Experience in regulated industries (e.g., healthcare, financial services) preferred. Skills & Competencies * Demonstrated experience leading enterprise architecture, business architecture, or business planning discipline. * Deep understanding of enterprise architecture frameworks and modern architectural patterns. * Expertise in cloud-native, integration, API, data, and hybrid technology environments. * Strong strategic thinking, facilitation, and stakeholder-influencing skills. * Ability to balance long-term vision with near-term delivery and execution. As of the date of this posting, a good faith estimate of the current pay range is: $153,360 - $230,040. The position is eligible for an annual incentive bonus (variable depending on company and employee performance). The pay range for this position takes into account a wide range of factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, relevant experience, skills, seniority, performance, shift, travel requirements, internal equity, geography, business or organizational needs, and alignment with market data. At Blue Cross of Idaho, it is not typical for an individual to be hired at or near the top range for the position. Compensation decisions are dependent on factors and circumstances at the time of offer.
