GENERAL PURPOSE Working under the direct supervision of a Licensed Professional Engineer, the Engineering Associate will prepare civil engineering related technical documents, perform quality assurance reviews, and review land development related civil engineering documents for compliance with current city, state, and federal guidelines and requirements. Employee will work closely with other team members to address citizen concerns and assist in the resolution of contractor/developer conflicts. Employee will work to ensure that city infrastructure and facilities are in compliance with applicable federal, state, and local requirements. Employee may be called upon to directly communicate with both internal and external clients. Employee will be required to apply initiative and independent judgment to various work situations. SUPERVISION EXERCISED Employee has no supervisory responsibilities. ESSENTIAL DUTIES AND RESPONSIBILTIES * Perform complex civil engineering related tasks under the supervision of a Licensed Professional Engineer. * Review construction plans and permit applications for compliance with city codes, regulations, master plans, and standards; review adequacy of various permit applications, such as plats, zoning cases, future land use cases, right-of-way construction, land disturbance, etc. * Operate a variety of civil engineering-related software applications, such as ESRI ArcMap, and AutoCAD Civil 3D. * Prepares various quantity and cost-related estimates for municipal construction projects. * Evaluates deliverables from consultants, contractors, manufacturers, and vendors relative to approved plans and specifications. * Provides general oversight of public infrastructure construction projects. * Receives, files, and distributes project-related test reports, correspondence, and other relevant documentation. * Visits construction sites, as required, and provides written observation reports. * Works as the permit coordinator/intake personnel for digital and print copies of applications, construction plans, and similar documents. Reviews submittal for completeness and communicates with the applicant for missing items. * Attends various internal and external meetings as required. * Coordinate with city staff to update and maintain various development project-related reports and trackers. * Works to establish effective communication among the land development applicant, city reviewers, construction inspection team, and others as may be required to facilitate the entire land development process from start to final acceptance. * Assist with updates to various city ordinances and governing documents, as needed. * Read and interpret various civil construction prints and drawings and field surveys. * Documenting, recording, and archiving relevant project information. * Coordinate with outside agencies, as required. * Assists in the periodic review and update of the City's design and construction standards. * Receives and responds to phone calls and e-mails from applicants and citizens. Communicates with appropriate city staff to address pending matters. Assists in the preparation and maintenance of various material and construction cost databases. Serves as a member of various employee committees, as assigned. * Adheres to assigned work schedule as outlined in the Department and City attendance policies and procedures; complies with departmental policies; ensures all behaviors comply with the City's Personnel Rules and Regulations; possesses and maintains a valid driver's license, if required, and complies with City of Killeen driving policy accordingly. * Perform other related duties as required. REQUIRED MINIMUM QUALIFICATIONS Education & Experience: 1. Graduation from a four (4) year ABET Accredited college or university with a degree in civil engineering or a closely related field; and 2. A minimum of one (1) year of experience in engineering design, construction, or related fields. Knowledge, Skills, and Abilities: 1. Skill in operating the listed tools and equipment. 2. Ability to communicate effectively, orally and in writing, with employees, consultants, other governmental agency representatives, city officials, and the general public, which typically requires a command of the written and spoken English language and the ability to clearly comprehend complex technical subjects. 3. Ability to conduct necessary engineering research and compile comprehensive reports. 4. Knowledge of engineering-related computer applications such as CAD systems, GIS, and modeling software. 5. Thorough knowledge of engineering principles, practices, and methods. 6. Skill in arriving at accurate cost estimates on a variety of moderate to complex projects. 7. Thorough knowledge of applicable laws and regulations affecting Engineering Department activities. 8. Ability to perform public speaking duties as may be required. 9. Ability to relate complex technical issues to non-technical staff and the public. 10. Establish and maintain productive interpersonal relationships with co-workers, city staff, the general public, and the Land Development community as a whole. 11. Ability to apply various conflict resolution methods as may be required to maintain productive relationships with co-workers, city staff, the general public, and the Land Development community as a whole. 12. Maintains regular and punctual attendance and professional appearance. SPECIAL REQUIREMENTS 1. Must have a valid driver's license by date of hire. 2. Must obtain and maintain a Texas Driver's License within 90 days of hire 3. Physically be capable of moving about on construction work sites and under adverse field conditions. 4. Must possess a NCEES "Engineer-In-Training" certification and number or acquire same within one year of hire date. TOOLS AND EQUIPMENT USED Personal computer including word processing, spreadsheet, database, computer-aided-design software, geographic information system software, applicable modeling software, standard drafting tools, surveying equipment, motor vehicle, phone, mobile radio, and appropriate safety, monitoring, measuring, and sampling equipment as necessary. Some outdoor work is required in the inspection of various commercial and residential developments, construction sites, or public works facilities. While performing the duties of this job, the employee is occasionally required to stand, walk, use hands and fingers to handle, feel, or operate objects, tools, or controls, and reach with hands and arms. The employee is occasionally required to sit, climb, or balance; stoop, kneel, crouch, or crawl; talk and hear; and smell. The employee must occasionally lift and/or move up to fifty (50) pounds. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus.
