GENERAL DESCRIPTION OF WORK:The Business Intelligence Analyst for the Transportation Division will leverage business intelligence and data analytics best practices to deliver accurate, timely, and actionable insights that support daily operations, performance management, and strategic decision-making across the Transportation Division. This role serves as the primary analytics partner for transportation leadership, translating complex operational data into clear metrics, dashboards, and analyses that drive service reliability, workforce optimization, financial accountability, and customer outcomes.ESSENTIAL FUNCTIONS:The Business Intelligence Analyst will develop, maintain, and deliver operational, analytical, and strategic reporting solutions to support Transportation Division leadership and operational teams.Serve as the primary analytics partner for transportation functional areas, including bus operations, paratransit operations, accessible service, contract services, and transportation administration.Translate operational and business requirements into meaningful metrics, KPIs, dashboards, and analytical products that align with division and agency goals.Design, develop, refresh, and publish recurring reports and dashboards related to on-time performance, ridership, workforce utilization, service hours, productivity, and financial performance.Perform ad-hoc and exploratory analysis to support leadership decision-making, policy evaluation, and operational improvements.Identify trends, risks, and performance gaps through descriptive, diagnostic, and predictive analytics.Write, optimize, and maintain complex queries using Transact-SQL to extract, transform, validate, and reconcile data from enterprise systems.Develop and maintain automated workflows using Power Automate to reduce manual processes, improve data timeliness, and support recurring reporting and business processes.Utilize Python for data preparation, analysis, validation, and exploratory analytics where appropriate.Create mock-ups, wireframes, and prototypes for dashboards and reports to align stakeholder expectations prior to development.Lead data validation and quality assurance efforts by reconciling analytical outputs with systems of record and established business processes.Partner with internal IT, data engineering teams, and external vendors to support data acquisition, integration, access controls, and documentation.Design and maintain reusable data models, calculations, and definitions to ensure consistent KPI interpretation across reports and dashboards.Document technical logic, data transformations, automation workflows, and reporting standards to support sustainability, auditability, and knowledge transfer.Educate and support business users in understanding metrics, data definitions, and analytical outputs.Champion data-driven decision-making and promote best practices in analytics, visualization, and data storytelling across the Transportation Division.Support budgeting, forecasting, financial analysis, and performance monitoring efforts as needed.Perform other related duties as assigned. This job description excludes marginal functions that are incidental to performing the job. Other duties may exist.REQUIRED EDUCATION AND EXPERIENCE:Bachelor's degree in mathematics, business, data analytics, computer information systems, management, statistics, or related area and five (5) years' experience in business intelligence, data analytics, or a technical analyst role working with operational, financial, or performance data. Experience may be substituted in lieu of education on a year-for-year basis up to four years. PREFERRED QUALIFICATIONS:Master's degree in a related field.ADDITIONAL REQUIREMENTS:Advanced experience with Transact-SQL for data extraction, transformation, validation, and performance optimization.Strong experience with Power BI, including data modeling, DAX measures, dashboard development, and publishing.Experience using Power Automate to automate data refreshes, notifications, approvals, and recurring business processes.Working knowledge of Python for data analysis, scripting, and validation tasks.Experience working with data from multiple systems, including operational databases, APIs, SharePoint, vendor data extracts, and external data sources.Ability to document data logic, workflows, and reporting standards to support long-term maintainability and continuity.Experience conducting sessions with business users to identify data sources, key facts, and dimensions that support the business requirements preferred.Strong understanding of KPI development, performance measurement, and data modeling concepts.Ability to communicate complex analytical concepts clearly to both technical and non-technical audiences.Strong written and verbal communication skills.Ability to manage multiple priorities and meet deadlines in a fast-paced operational environment.Customer-focused mindset with respect for procedures, policies, and legal requirements.Ability to successfully interact with staff and leadership at all levels of the organization.Must be able to maintain good work attendance.Safety Accountability Statement:- Employees must consider safety in all tasks performed, as well as demonstrate safe judgment and decisions that not only maintain their own safety; but that of fellow employees and customers.- Demonstrate a professional commitment to assure compliance with all organizational policies, practices, and programs related to safety, health, and system security.- Employees have a responsibility to identify and report hazards, as well as potentially unsafe conditions, to your immediate supervisor or Safety Department.- Employees are responsible, and required, to stop a job/task to prevent an unsafe incident or act from occurring.
