COUNTY OF BUCKS JOB TITLE:Court Operations Clerk (Part Time)JOB CODE:981DEPARTMENT:Juvenile Probation & ParoleUNION:96FLSA STATUS:Non-ExemptGRADE:POSITION SUMMARY: This per diem position is with the Bucks County Court of Common Pleas. The Court Operations Clerk reports directly to the Clerical Supervisor and plays a vital role in supporting the daily operations of the court. This position handles tasks of a highly confidential nature, requiring maturity, discretion, and sound judgment. ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:Serve as the Commonwealth Law Enforcement Assistance Network (CLEAN) Terminal Agency Coordinator (TAC) Officer for the department:Maintain JNET certification to run criminal histories.Ensure continuous compliance with training and certification requirements for CLEAN TAC officer status.Manage juvenile criminal history record reporting and maintenance.Collaborate with local police departments to ensure compliance with mandatory fingerprinting for juvenile offenders:Verify that all delinquency allegations and petitions filed by police include the necessary Juvenile Offense Tracking Numbers (JOTN) and State Identification Number (SID), as required by law.Works closely with Pennsylvania State Police repository to ensure data accuracy.Maintain and manage a database system to track juveniles' eligibility for automatic record expungement:Process public inquiries regarding expungement and assist juveniles who meet the criteria.Coordinate and manage the collection of DNA samples as required by law:Ensure proficiency with Live Scan and CPIN operations.Collaborate with Pennsylvania State Police repository staff and other law enforcement agencies to ensure compliance.Oversee the registration process for sex offenders under Megan's Law/Adam Walsh Act:Demonstrate a comprehensive understanding of registry requirements.Attain proficiency with Live Scan and CPIN operations.Work closely with the Pennsylvania State Police and other law enforcement agencies to maintain accurate records.Ensure accuracy in state data reporting to the Juvenile Court Judges' Commission (JCJC), Administrative Office of Pennsylvania Courts (AOPC), Pennsylvania State Police (PSP), and other designated agencies.Ensure the accuracy of court orders in juvenile delinquency proceedings and achieve proficiency in the outcome order process.Acquire knowledge of the Juvenile Probation Office's operations and the local and state juvenile justice systems.Develop and maintain working relationships with agencies involved in juvenile justice, including law enforcement, mental health organizations, schools, and other private service providers.Performs additional duties as assigned by Court Operations Supervisor.Other duties as needed.QUALIFICATIONS REQUIRED:To be successful in this role, candidates must meet the following qualifications and possess the necessary skills and experience:Educational Requirements:A Bachelor's degree in Criminal Justice, Juvenile Justice, or a related field is preferred.Consideration will be given to candidates without a degree but with relevant experience in criminal history records maintenance, offender processing, or other areas of the criminal or juvenile justice systems.Skills and Experience:Proficient in the use of computers, relational databases, and Microsoft Office Suite (Word, Excel, PowerPoint).Ability to handle confidential and sensitive information with discretion and professionalism.Must possess a valid driver's license and maintain it throughout employment.Additional Qualifications:Strong organizational skills, attention to detail, and the ability to manage multiple tasks simultaneously.Excellent interpersonal skills to work effectively with various agencies and individuals in the juvenile justice system.Position:Court Operations ClerkFUNCTIONAL REQUIREMENTS: Physical Demands: (Check all that apply)Balancing Stooping XPushingXClimbingCrouchingXPullingXCrawlingKneelingXHandlingXStandingXSittingXTalkingXTurningXReachingXHearingXSeeingXColor VisionXDepth PerceptionXMobilityXLifting: (Check one)Carrying: (Check one)Sedentary(0-10 lbs)Sedentary( XLight(0-20 lbs)Light(0-10 lbs)Medium(0-50 lbs)XMedium(0-25 lbs)Heavy(0- 100 lbs)Heavy(0- 50 lbs)Very Heavy(over 100 lbs)_Very Heavy(over 50 lbs)Aptitudes: (Check all that apply)Form perceptionXProblem solvingXMotor coordinationXWorking speed (55 wpm) Finger dexterityXManual dexterityXComputer/VDT abilityXGeneral learning abilityXClerical perceptionXEnvironmental Conditions: (Check all that apply)Extreme coldExtreme heatTemperature changesWet conditionsHumid conditionsExposure to fumesExposure to blood and body fluidsNoise and vibrationXExposure to chemicalsPoor ventilationInclement weather conditions; Inside/outside weather conditionsReasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.
