The City Engineer is a highly technical position responsible for ensuring technical and regulatory compliance of private and public projects. The City Engineer is responsible for updating and implementing the Stormwater and Lakes Management Master Plan. The City Engineer is responsible for the direct supervision and evaluation of the performance of assigned direct and contracted staff. The City Engineer exercises considerable discretion for independent decision based on technical or professional knowledge. Please note the hiring salary for this position is: $108,139 - $135,163, while the salary listed is the full salary range for the position. * Provides direction and oversight of the assigned division(s) of the Public Works Department. (80%) * Develops and implements policies, procedures, programs and actions that are consistent with policy direction of the Public Works Department. * Performs duties of the City Engineer as defined in City Code. * Manages updates to and oversees implementation of the Stormwater and Lakes Management Master Plan. Performs and/or coordinates the project planning and design of stormwater and lakes management public projects as described in the Stormwater and Lakes Management Master Plan. * Serves as Public Works Department's primary technical reviewer. * Analyzes and reviews public and private project plans to ensure compliance with City Code and accepted industry standards in reference to stormwater, floodplains, lakes, wetlands, and multimodal transportation. * Attends and participates in boards/committees, as assigned, including serving as the City's representative for the Seminole County Resiliency and Mitigation Group and Floodplain Management Group. * Ensures Public Works' permitting and inspection processes are properly executed. Makes recommendations and implements changes to improve permitting and inspection processes. * Strategizes and oversees maintenance of and improvements to Public Works GIS, technical report records, permit records, easement records, and site plan/as-built records (including digitization and GIS integration as applicable). * Serves as the Floodplain Administrator and ensures National Flood Insurance Program (NFIP) and Community Rating System (CRS) compliance, including performing activities such as site plan reviews, obtaining and reviewing Elevation Certificates, requiring and reviewing Letters of Map Change, providing Flood Determinations and other floodplain-related services to customers, ensuring adequate records are kept, providing relevant public outreach, and performing CRS recertification and verification duties to maintain or improve CRS ratings. * Ensures overall compliance with NPDES Municipal Storm Sewer System (MS4), Total Maximum Daily Load (TMDL), and Basin Management Action Plan (BMAP) requirements. * Analyzes City Code for technical deficiencies and opportunities related to Public Works; stays abreast of latest industry design standards; recommends and coordinates improvements to City Code and City design standards, with consideration for sustainability and facilitating responsible redevelopment. * Assists with grant applications and grant compliance for relevant projects. * Collaborates with the Finance Department to ensure compliance with all financial policies as related to job responsibilities. * Maintains effective public relations with the general public; provides timely and effective customer service. * Supervisory Responsibilities (10%) * Carries out management responsibilities in accordance with the organization's policies, procedures and applicable laws, including employment laws. * Collaborates with Human Resources in accomplishing employee selection, training and performance management functions. * Collaborates with Human Resources to address complaints and assist in resolving employee relation issues and holds employees accountable for their performance/behaviors as necessary. * Plans, assigns and directs work of directly supervised staff. * Rewards employees appropriately and evaluates performance in a timely manner using the employee evaluation forms instituted by the City of Casselberry. * Oversees and ensures that the required Department/Division orientation and training and applicable on-the-job training is completed. * Supports and exemplifies the City's identified core values, supports the mission and assists the City to attain its vision and goals through the efficient operation of assigned employees and/or departments. * Additional Duties and Responsibilities (10%) * Performs all duties and responsibilities in a manner consistent with the core values of the City, and consistent with City and Department policies. * Follows safe working practices and has a working knowledge of safety practices and procedures. * Develops, forecasts, and implements the fiscal budget process of the assigned division(s) for upcoming year(s). Monitors budget, investigates variances and reports on findings. * May perform key duties of the Public Works Director, Natural Resources Officer, and/or Construction & Permitting Supervisor in their absence or as assigned. * Prepares annual Tree City USA recertification (and Growth Award when applicable) and coordinates related activities. * Uses GIS routinely for analysis and site plan review. * Performs easement research; maintains easement files (including GIS integration and vacate tracking); analyzes proposed public and private projects for easement needs; assists with preparing and obtaining easements. * Assists with preparing scoping, specifications, and pre-qualification criteria for bid documents for Public Works projects. * Performs Stormwater ERU calculations, reviews stormwater retention credit applications, and coordinates stormwater billing updates. * May perform limited in-house design of public projects. * Attends conferences and meetings to keep abreast of current trends in the field; represents the Public Works Department in a variety of local, county, state and other meetings, as assigned. * Prepares and presents City Commission meeting agenda items. * Adheres to laws, regulations and policies of the City and of the assigned Department. Follows instructions provided by Public Works Director or their designee. * Participates in department meetings, staff meetings, pre-construction meetings, field meetings, and other related activities. * Completes the identified required or assigned training timely and applies acquired knowledge and/or skills. * Maintains, preserves, retains and disposes of public records according to FS Chapter 119. * Emergency Management Role: * Participates as a member of the City staff as required to take action in the event of an emergency. * Acts in the assigned role to support the City in disaster preparation and/or disaster recovery efforts as described in the City of Casselberry Emergency Management Plan. As a member of the Public Works Department may be responsible for the coordination of the maintenance and/or clearing of roadways, the operability of City's fleet, and prevention or drainage of local or area-wide flooding. The requirements listed below are representative of the knowledge, skill, and/or ability required. * Education and Training: A Bachelor of Science (B.S.) degree in civil or environmental engineering or closely-related field is required. A comparable combination of education and experience may be considered. * Experience: A minimum of five (5) years' experience in design, review, management, and/or permitting of public and/or private infrastructure, including three (3) years of experience in stormwater (including floodplain management, stormwater attenuation, and pollution abatement). Experience in transportation, utilities, and/or related fields is also highly preferred. * Certificates, Licenses and/or Registrations Required: Must possess and maintain a valid Florida Driver's License. A Motor Vehicle Record (MVR) check will be made to determine acceptance of past driving record. Must be registered as a licensed Professional Engineer (P.E.) in the State of Florida. Certified Floodplain Manager (CFM) certification is highly preferred and must be achieved within one year of hire. * Security Clearance: Florida Department of Law Enforcement background clearance is required. * Knowledge, Skills and Abilities: * Knowledge (intermediate to advanced level) of local, state and federal regulations affecting work. * Knowledge (intermediate level) of departmental rules, policies and procedures. * Knowledge (intermediate level) of the principles, standards, methods, and practices of the operation of stormwater and transportation systems. * Knowledge of NFIP and CRS regulations/requirements. * Knowledge of safety procedures for assigned divisions. * Knowledge of planning, developing and analyzing transportation, stormwater, and water/wastewater technical programs. * Knowledge of Public Works programs regarding stormwater routing, pavement design and management programs. * Knowledge (intermediate to advanced level) of ArcGIS Geographic Information System (GIS) software or similar software. * Knowledge (intermediate to advanced level) of ICPR software. * Knowledge of business management practices. * Knowledge of basic supervisory practices and procedures. * Ability to learn and use BS&A enterprise software and CitizenServ permitting software. * Ability to conduct interviews of prospective employees. * Ability to establish and maintain effective working relationships with other employees and the public. * Ability to operate a motor vehicle. * Ability (basic to intermediate level) to utilize Microsoft Office Suite, e.g. Outlook, Word, and Excel. * Ability to support the Mission of the City of Casselberry: Committed to protect and enhance the quality of life within its community. * Ability to support the Core Values of the City of Casselberry. * Ability to support the Vision of the City of Casselberry: A vibrant, affordable, diverse, and progressive community where citizens feel safe, enjoy their neighborhoods, and access their city government. Equipment/Tools and Technology Used: This position utilizes the following tools and equipment while performing the duties of the job: City vehicle, desk phone, cell phone, computer, and printer/other peripherals. D. Employee Infection/Exposure Risk Classification: Category III: Employee performs tasks that do not involve exposure to blood, body fluids or other potentially infectious materials (OPIM). Persons who perform these duties are not called upon as part of their employment to perform or assist in emergency medical care or first aid, or to be potentially exposed in some other way. Tasks that involve handling of implements or utensils, use of public or shared bathroom facilities or telephones, and personal contact such as handshaking are Category III tasks.
