This critical leadership role requires an experienced professional with extensive supervisory experience in facilities management, power plant operations, and building systems. The ideal candidate will possess advanced certifications in equipment operations, demonstrated expertise in managing complex facility infrastructure, and an active Top-Secret/SCI security clearance. This position demands a proven leader who can ensure optimal performance, safety, and reliability of all physical plant operations while maintaining the highest standards of security and operational excellence.The Chief Engineer will serve as the senior technical authority responsible for all aspects of physical plant and building operations, including oversight of power generation systems, HVAC, electrical distribution, mechanical systems, and critical infrastructure for large-scale facilities. This role requires strategic planning, technical expertise, and strong leadership capabilities to manage facility operations teams and ensure continuous, reliable operations in a secure environment. Principal responsibilities will include but are not limited to:Provide executive-level oversight and leadership for all physical plant and building operations, including power plants, HVAC systems, electrical distribution, plumbing, and mechanical systemsSupervise and direct facilities engineering staff, including scheduling, training, performance management, and professional developmentDevelop and implement comprehensive preventive maintenance programs to ensure optimal performance and reliability of all building systems and equipmentManage power plant operations ensuring continuous, efficient, and safe generation of electricity, steam, and other utilitiesConduct regular inspections of all physical plant equipment and systems to identify potential issues and implement corrective actionsDevelop and manage facilities operations budgets, including forecasting equipment replacement needs and capital improvement projectsEnsure all operations comply with federal, state, and local regulations, as well as organizational safety and security protocolsCoordinate with external contractors and vendors for specialized maintenance, repairs, and system upgradesRespond to emergency situations and implement contingency plans to maintain continuous operationsMaintain detailed records of all maintenance activities, equipment performance, and operational metricsDevelop and implement standard operating procedures (SOPs) for all facility systems and equipmentConduct root cause analysis for equipment failures and implement solutions to prevent recurrenceEnsure compliance with all security protocols and maintain appropriate handling of classified informationPrepare technical reports, operational status updates, and recommendations for senior leadershipManage energy efficiency initiatives and sustainability programs to optimize facility performanceEducation and Experience Requirements:Required:4-year degree in Facilities Management, Mechanical Engineering, Electrical Engineering, or related technical discipline from an accredited institutionMinimum of five (5) years of supervisory experience in physical plant and building operations, including power plant operations for large facilitiesActive Top-Secret/SCI security clearance (required)Must hold one of the following certifications:Association for Facilities Engineers (AFE) Certified Plant Engineer (CPE), ORUnited States Coast Guard Third Assistant Engineer License of Steam, Motor, or Gas Turbine vessels of any horsepower, ORU.S. State Stationary Engineers LicenseDemonstrated certifications in equipment operations and building systems managementRequired Skills and Competencies:Extensive knowledge of power plant operations, including boilers, chillers, generators, and distribution systemsStrong leadership and supervisory skills with proven ability to manage and develop technical teamsComprehensive understanding of building automation systems (BAS) and energy management systemsExpert knowledge of HVAC, electrical, plumbing, and mechanical systems for large-scale facilitiesStrong analytical and problem-solving skills with ability to diagnose and resolve complex technical issuesExcellent written and oral communication skills with ability to interact effectively with all levels of managementThorough knowledge of OSHA regulations, building codes, and safety standardsAbility to read and interpret technical drawings, blueprints, and specificationsStrong project management skills with ability to manage multiple priorities simultaneouslyProficiency in computerized maintenance management systems (CMMS)Ability to work in a high-security environment and maintain strict confidentiality protocolsStrong understanding of preventive and predictive maintenance methodologiesAbility to respond to emergency situations and make critical decisions under pressurePhysical ability to inspect facilities, climb ladders, and access mechanical spaces as requiredCommitment to continuous improvement and operational excellenceDesired Skills and Competencies:Master's degree in Engineering, Facilities Management, or related technical disciplineProfessional Engineer (PE) licenseAdditional certifications such as Certified Energy Manager (CEM), Certified Facility Manager (CFM), or similar credentialsExperience managing facilities operations in government or DoD environmentsKnowledge of Leadership in Energy and Environmental Design (LEED) principlesExperience with central utility plant operations and district heating/cooling systemsFamiliarity with cybersecurity considerations for building automation and control systemsProject Management Professional (PMP) certificationExperience implementing reliability-centered maintenance (RCM) programsKnowledge of emergency power systems, including UPS and generator operationsExperience with budget development and capital planning processesLean Six Sigma certification or experience with continuous improvement methodologiesExperience managing union workforce environmentsBackground in critical infrastructure protection and facility security measuresClearance
