General Job Information Job Summary This position is located in the Department of Employment Services (DOES), Office of the Director. The mission of DOES is to connect District residents, job seekers, and employers to opportunities and resources that empower fair, safe, effective working communities. This position functions as the Chief Strategy Officer within the Office of the Director, responsible for designing strategic partnerships that will provide residents with a direct pathway to the middle class. The Chief Strategy Officer leads the Education and Workforce Innovation Bureau and ensures the honorable Mayor Muriel Bowser's dynamic vision of the District providing a pathway to the middle class for all residents is fulfilled by the administration of the following operational components: Labor Market Research (LMI), Multiple Information Systems, Training & Development, and the Office of Youth Programs. Duties and Responsibilities Works closely with the senior management team to set organizational direction and measurable goals that support the organization's mission, vision, core values and objectives. Fosters a performance culture by implementing and overseeing a system of performance measures and rewards/acknowledgements that steers the organization toward the accomplishment of its mission. Manages the organization's strategic initiatives including the Strategic Work Plan Goals Matrix, Workforce Innovation and Opportunity Act (WIOA) Implementation Gantt Chart, Annual Report. Governor's Workforce Investment Board (GWIB) Report. Quality Assurance and all Policies. Oversees and coordinates the agency's WIOA initiatives, including Training Employment Guidance Letters (TEGLs), Training and Employment Notices (TENs), etc. Oversees One-Stop Delivery System Data Analysis to assure effective alignment with and support of the organization's goals and objectives. Acts as the agency's point person for all WIOA One-Stop partner programs for the coordination of integration activities of the One-Stop Delivery System. Oversees the procurement and selection process of the One-Stop Operator including the One-Stop Operator Selection Committee. Oversees the monitoring of the One-Stop Operator. Works closely with senior management staff from Adult and Dislocated Worker (ADW) and Youth Programs to assure seamless integration of strategic initiatives including sector strategies into the overall workforce development plan; including but not limited to RFP's, evaluation processes, contract negotiations, monitoring, data input, reporting, quality assurance, policies, etc. Directs the development, implementation, and/or modification of training programs essential lo the needs of employment in targeted industry sectors. Oversees the development and continual improvement of online tools and collateral material that supports exposure of locally relevant career pathways. Oversees the ETPL WIOA Performance Reporting and other quantitative/qualitative measures. Oversees one or more projects; assembles project teams and assigns individual responsibilities as needed; develops project schedules and is responsible for determining and acquiring resources needed, and for project outcomes and deliverables. Qualifications and Education Individual must possess at least one (1) year of specialized experience equivalent to the MS15 grade level. Specialized experience is experience that is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. This experience could include but not be limited to the preparation and management of budgets and grants, developing, and providing authoritative advice and interpretation of relevant budget, policy, and procedural issues, and application of management principles and practices to provide sound recommendations regarding personnel management and evaluation processes. A degree from an accredited four-year college or university is preferred. Licensure and Certifications None Work Conditions/Environment The work is typically performed in a normal office setting. Other Significant Facts Tour of Duty: Monday - Friday, 8:30 am - 5:00 pm Operating Status: In-Person reporting, flexible and limited telework options available upon position eligibility and operational needs. Pay Plan, Series, and Grade: MS-301-16 Duration of Appointment: Management Supervisory Service "At-Will" MSS At-Will Statement: All positions and appointments in the Management Supervisory Service serve at the pleasure of the appointing authority and may be terminated at any time with or without cause. Collective Bargaining Unit: This position is not covered under a collective bargaining agreement. Promotion Potential: No known promotion potential Position Designation: This position has been designated as security-sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability, and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable. Residency Preference: When claiming residency preference, you are required, and must agree in writing, to maintain bona fide District residency for a period of seven (7) consecutive years from the effective date of employment. You will be required to present documents (proofs) to show District residency and failure to maintain bona-fide District residency for the seven-year (7-year) period will result in forfeiture of employment. Residency Requirement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
