Salary : $134,844.60 - $215,751.36 AnnuallyLocation : Princeton, TXJob Type: Full-TimeJob Number: 202600074Department: Public WorksOpening Date: 03/10/2026 Description Under the direction of the City Manager's Office, the Director of Public Works plans, organizes, directs, and evaluates the City's public works operations and capital delivery in a high-growth environment. This position provides executive-level leadership for infrastructure operations and maintenance, capital improvement planning and delivery, budget administration, and customer service, while coordinating activities with City departments, regional partners, and regulatory agencies. Responsibilities commonly include streets and stormwater/drainage maintenance, facilities maintenance/construction, fleet/asset management, environmental services and solid waste functions (as applicable), and water and wastewater utility operations or oversight based on Princeton's organizational structure. Essential Functions Directs and manages Public Works programs, personnel, and resources to achieve City Council and City Manager priorities and service levels; serves as a visible, service-oriented leader for internal teams and the community.Establishes department goals, performance measures, and long-range service plans; evaluates outcomes and recommends operational and organizational improvements to support rapid residential and commercial growth.Oversees daily operation and maintenance of City infrastructure and public assets, including (as assigned/organized): streets, right-of-way, drainage/stormwater, traffic control support, facilities maintenance, fleet/asset management, environmental services, solid waste functions, and water and wastewater systems.Maintains an updated infrastructure inventory and supports asset management practices and life-cycle planning for maintenance and capital renewal.Ensures compliance with applicable federal, state, and local regulations and safety requirements impacting public works operations and public-facing services.Leads development, prioritization, and execution of the Public Works Capital Improvement Program (CIP), coordinating with Finance, Engineering, Development Services, and other departments to deliver projects on time and within budget.Oversees planning, scoping, contracting, and implementation of maintenance, repair, and construction projects; monitors contractor performance, schedules, costs, and quality.Prepares and presents technical and financial information, recommendations, and supporting materials for City Council and boards.Develops and administers the annual operating budget and CIP budget; approves expenditures and makes adjustments to ensure fiscal accountability and alignment with City objectives.Manages contracts, purchasing, and vendor relationships for public works operations and projects; ensures documentation, performance standards, and deliverables are met.Responds to and resolves complex and sensitive issues from residents, businesses, and stakeholders; oversees complaint resolution processes and service communications.Coordinates and collaborates with other City departments and outside agencies; represents the City at regional meetings and professional organizations.Supports Council agenda items and attends public meetings as needed to provide operational updates and recommendations.Directs departmental response to emergencies, service interruptions, and severe weather events; ensures timely coordination, communication, and restoration of essential services.Perform other related duties as assigned or required. QualificationsBachelor's degree in Public Administration, Engineering, Construction Management, Environmental Science, Business, or a closely related field; or an equivalent combination of education, training, and experience that demonstrates the required knowledge, skills, and abilities. Seven (7) years of progressively responsible public works or utilities operations experience that includes streets/drainage and water/wastewater operations, maintenance, and repair, with at least three (3) years in a supervisory or management role overseeing staff, budgets, and service delivery. Must pass a pre-employment drug screening, and physical and criminal background check. Must possess a valid State of Texas Driver's License, reliable transportation, and ability to drive; maintain and provide proof of liability insurance. Have and maintain a professional, inviting, and friendly demeanor. Must have a working cell phone and ability to respond to after-hours calls.Applicable TCEQ license(s) appropriate to the City's systems and assigned oversight (water and/or wastewater). (Examples may include Class C or higher; final requirement should be set based on Princeton's system classification and operational model.) Training or certification in emergency management (ICS/NIMS), project management, or public procurement.
